(AP) ? As emergency airlift operations brought ready-to-eat meals and water to Vermont residents left isolated and desperate, states along the Eastern Seaboard continued to be battered by the after effects of Irene, the destructive hurricane turned tropical storm.

Dangerously damaged infrastructure, about 2 million people without power and thousands of water-logged homes and businesses continued to overshadow the lives of residents and officials from North Carolina through New England, where the storm has been blamed for at least 44 deaths in 13 states.

Raging floodwaters continued to ravage parts of northern New Jersey on Wednesday morning, even after the state's rain-swollen rivers crested and slowly receded.

The Passaic River crested Tuesday night, causing extensive flooding and forcing a round of evacuations and rescues in Paterson, the state's third-largest city.

"Been in Paterson all my life, I'm 62 years old, and I've never seen anything like this," said resident Gloria Moses as she gathered with others at the edge of what used to be a network of streets, now covered by a lake.

New Jersey Gov. Chris Christie, after touring Wayne, through which the Passaic also flows, said Tuesday night he saw "just extraordinary despair."

In Connecticut, the Connecticut River at Hartford crested Tuesday evening at 24.8 feet, the highest level since 1987, according to Nicole Belk, a hydrologist with the National Weather Service, in Taunton, Mass. But she said levees helped minimize flooding in riverside communities.

She said the river could still rise slightly farther south, in Middletown, where some streets and neighborhoods were already experiencing minor flooding.

Denise Ruzicka, director of inland water resources for Connecticut's Department of Energy and Environmental Protection, said flood control dams and basins that New England states installed after 1955 floods helped prevent a catastrophe in the lower Connecticut River basin.

She said all the rivers in the state will be receding by the end of the day.

"The worst is over," she said.

Gov. Dannel P. Malloy toured hard-hit coastal areas ? including a peninsula in Fairfield that was lined with heavily damaged homes on Long Island Sound.

Communities on the East Coast continued recovery efforts Tuesday, with people moving out of emergency shelters in western Massachusetts, farmers in New York's battered Schoharie Valley assessing crop losses and an insurance agent in Pawtucket, R.I., fielding dozens of calls from customers making damage claims.

"The majority of the claims are trees down," said Melanie Loiselle-Mongeon. "Trees on houses, on fences, on decks, on cars."

In Vermont, officials focused on providing basic necessities to residents who in many cases still have no power, no telephone service and no way to get in or out of their towns.

On Tuesday night, 11 towns ? Cavendish, Granville, Hancock, Killington, Mendon, Marlboro, Pittsfield, Plymouth, Stockbridge, Strafford and Wardsboro ? were cut off from the outside.

But by Wednesday morning, all but one of the communities ? Wardsboro? had been reached by ground crews, emergency management officials said.

And it's hoped that Wardsboro can be reached Wednesday morning, said Emergency Management spokesman Robert Stirewalt

He said the crude roads are not for general use and are only passable by emergency vehicles.

Vermont National Guard choppers made three drops in Killington-Mendon, Pittsfield and Rochester Tuesday while 10 other towns received truck deliveries of food, blankets, tarps and water.

Eight Black Hawk and Chinook helicopters from the Illinois National Guard are expected to arrive Wednesday to bolster the number of flights.

Federal Emergency Management Agency administrator Craig Fugate told CBS's "The Early Show" a drawdown in assistance funds will have no negative impact on the agency's efforts to help stricken Eastern Seaboard states. The agency has less than $800 million left in its disaster coffers.

"We're going to do what we're supposed to do," he said in the interview Wednesday morning.

"We start with lifesaving and look at the critical needs, the power outages and recovery. We are still in very much a rescue operation. Yesterday, still, rescue operations were going on here in New York."

Fugate said FEMA's current focus is on Hurricane Irene recovery efforts and said it must also gird for any new disasters.

"We don't know what's coming down the line," he said.

Up to 11 inches of rain triggered the deluges, which knocked houses off their foundations, destroyed covered bridges and caused earthquake-style damage to infrastructure all over Vermont.

Vermont residents trapped in inaccessible communities used cellphones and computers to reach out to others.

Wendy Pratt, another of the few townspeople able to communicate with the outside world, posted an update on Facebook using a generator and a satellite Internet connection. She sketched a picture of both devastation and New England neighborliness.

"People have lost their homes, their belongings, businesses ... the cemetery was flooded and caskets were lost down the river. So many areas of complete devastation," Pratt wrote. "In town there is no cell service or internet service - all phones in town are out. We had a big town meeting at the church at 4 this afternoon to get any updates."

In Woodstock, Vt., Michael Ricci spent the day clearing debris from his backyard along the Ottauquechee River. What had been a meticulously mowed, sloping grass lawn and gorgeous flower beds was now a muddy expanse littered with debris, including wooden boards, propane tanks and a deer hunting target.

"The things we saw go down the river were just incredible," Ricci said. "Sheds, picnic tables, propane tanks, furnaces, refrigerators. We weren't prepared for that. We had prepared for wind and what we ended up with was more water than I could possibly, possibly have imagined." He said the water in his yard was almost up to the house, or about 15 to 20 feet above normal.

Volunteers in Windham, N.Y., helped 26-year-old Antonia Schreiber salvage the floors of the 200-year-old Victorian cottage she had transformed into a luxury day spa.

The ski town, high in the Catskill Mountains, was left under several feet of brick-red water Sunday night after a stony creek, the Batavia Kill, grew to a raging river fueled by a foot of rain.

"Friends, loved ones, people I don't even know showed up with trucks, bulldozers and hugs," she said as men and women scraped and mopped around her. "The magnitude of generosity and good will is just overwhelming."

While East Coast residents measured the cost of the storm in waterlogged cars and ruined furniture, official predictions were more dire.

In North Carolina, where Irene blew ashore along the Outer Banks on Saturday before heading for New York and New England, Gov. Beverly Perdue said the hurricane destroyed more than 1,100 homes and caused at least $70 million in damage.

Early Wednesday, President Barack Obama declared a major disaster in New York, freeing up federal recovery funds for people in eight counties. Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs. Irene destroyed 500 to 600 homes and thousands of acres of farmland in upstate New York.

Total losses from the storm along the U.S. Atlantic Coast ? including damage and expenses incurred by governments ? are likely to be about $7 billion, according to Jan Vermeiren, CEO of Silver Spring, Md.-based risk consultant Kinetic Analysis Corp., which uses computer models to estimate storm losses.

Homeland Security Secretary Janet Napolitano and FEMA's Fugate will tour New York and New Jersey Wednesday to view the damage firsthand. Trips to other states affected by the storm are being planned.

Hillsdale, Mich. -- Hillsdale College?s athletic department announces the appointment of a new head men's track and cross country coach, and a new head women's track and cross country coach.

Former associate track coach Jeff Forino is now the Chargers? head men?s track coach and will assume head coaching duties for the men?s cross country program after the conclusion of the 2011 season.

Andrew Towne returns to the Hillsdale College coaching staff after a two-year stint at Miami University in Ohio. Towne has assumed head coaching duties of Hillsdale?s women?s track and cross country programs, effective immediately.

Forino has been a part of the Charger coaching staff since 2003. In his duties as assistant track coach, he worked primarily with the sprinters and field event athletes. Under his daily guidance, Hillsdale produced its first-ever Division II national champion in a track event, when Jason Stomps won the hammer throw at the? 2010 NCAA Division II Indoor Track championships. Forino has also coached numerous athletes who earned All-American honors throughout his tenure.

Forino has also served as a strength and conditioning coach for several sports throughout the athletic department. His previous coaching stints included time at Hanover (NH) High School (1995-2000), Springfield College (2000-02) and Dartmouth College in 2002-03.

Towne previously served as an assistant track coach at Hillsdale from 2006-09, before moving on to a similar role at Miami University in Oxford, Ohio. While with the RedHawks, Towne specialized in coaching the team?s sprinters, hurdlers and jumpers.

Towne is a 2004 graduate of Hillsdale College, where he earned his degree in physical education, while earning a minor in math. He competed for the Chargers from 1999-2004, but also filled the role of student-coach during his career. He was an All-GLIAC athlete for the Chargers, and earned GLIAC All-Academic honors during his collegiate career.

Towne made a big impact on Hillsdale?s track program upon joining the coaching staff. His work with the team?s sprinters, along with outstanding efforts in recruiting, returned the Chargers to contender status in the conference. During his first tour of duty with Hillsdale, the Charger men swept the sprint events at the 2007 GLIAC Indoor Track and Field championships, and the team went from 8th place in 2006 to 3rd place in 2007. He coached five athletes who earned All-American honors during his first tenure at Hillsdale. He then went on to coach three Mid-American Conference champs while at Miami.

He is certified USATF Level II sprint/hurdles coach, and is an NSCA certified strength and conditioning specialist, in addition to being a USATF Level II jumps coach.

Relative of President Obama arrested in Massachusetts (Reuters)

BOSTON (Reuters) ? A relative of President Barack Obama was arrested last week outside Boston on charges of drunk driving, a spokesman for his lawyer said on Monday.

Onyango Obama, 67, of Framingham, Massachusetts, was arrested on Wednesday and charged with operating a vehicle under the influence of alcohol, failure to yield at an intersection and negligent operation of a motor vehicle, said Cara O'Brien, a spokeswoman for the Middlesex District Attorney's office.

Ongyango Obama is a half-brother of President Obama's father, an administration official confirmed.

Ongyango Obama pleaded not guilty on Thursday in Framingham District Court and was released on personal recognizance, O'Brien said, but he was being held on a U.S. Immigration and Customs Enforcement detainer.

He hired Ohio immigration attorney Margaret Wong, the same lawyer used by his younger sister, Zeituni Onyango, said Wong spokesman Mike Rogers.

Zeituni Onyango was granted asylum last year by a Boston judge, putting the Kenyan woman on the path to citizenship.

Rogers said Ongyango Obama was released from a Massachusetts jail on Monday and was being supervised at an undisclosed location until reporting back to immigration officials on Tuesday.

Immigration and Customs Enforcement in Washington had no immediate comment on the report.

Looting, clashes as Chileans strike against Pinera (Reuters)

SANTIAGO (Reuters) ? Protesters battled police in Chile's capital on Thursday, the second day of a two-day strike against unpopular President Sebastian Pinera that was marked by sporadic looting but had no impact on the vital mining sector.

Youths blocked roads, threw rocks and set fire to piles of trash at intersections in Santiago and other cities to block traffic. Police used water cannon and tear gas to defuse the latest rash of social unrest against conservative billionaire Pinera's policies.

The government said hundreds of people had been detained since Wednesday and several police officers badly wounded -- two of them shot -- as violence flared overnight when dozens of shops and supermarkets were looted and buses damaged.

Led by students demanding free education, hundreds of thousands of people have taken to the streets in recent months to call for greater distribution of the income of a copper price boom in the world's top producer of the metal.

Organizers said around 600,000 people had joined the protest across Chile, while Reuters reporters estimated crowds in the capital alone at around 200,000 people. The government gave no immediate estimate.

Many protested peacefully -- one dressed as Argentine revolutionary Ernesto "Che" Guevara and another as Chile's former socialist president, Salvador Allende -- although clashes with police increased as the day went on.

Operations at some of the world's biggest copper mines were not affected by the protests that also seek to pressure the government into raising wages and revamping the constitution and tax system.

"Chilean society has reached a point at which we can't stand being ignored anymore," said 21-year-old Rebeca Martinez, a music student who drummed on a tambourine as she protested in front of the Universidad de Chile, which has been taken over by protesting students for months.

"We've reached the point of maximum discontent," Martinez said, as dozens around her protested, waving Chilean flags and blowing horns next to one of Santiago's main avenues that was cut off and patrolled by police officers in full riot gear.

SPORADIC LOOTING

The government said only about 10 percent of public sector workers on Thursday had joined the strike called by Chile's main umbrella labor union, CUT.

The government said hooded protesters had looted and damaged shops, business and supermarkets overnight. Protest leaders disowned the violence, and said it was time the government listened with humility.

"It's time to change the political system, the economic system, so there is a fairer redistribution of power and of wealth," said student leader Camila Vallejo, who has spearheaded mass protests. "All this development model has done is make a few grossly rich."

While Latin America's model economy is seen expanding 6.6 percent this year and is an investor magnet thanks to prudent fiscal and monetary policies, many ordinary Chileans feel they are not sharing in Chile's economic miracle.

Investors, long used to economic stability, are weighing risk, although markets have taken the protests in stride.

"It's unlikely to affect direct foreign investment," said Fernando Soto, an analyst at Banchile Inversiones.

Workers at some of the world's biggest copper mines have staged strikes of their own to demand a bigger share of windfall copper profits. Workers at BHP Billiton's Escondida, the world's No.1 copper mine, halted a two-week strike earlier this month that stoked global supply fears.

Previous governments have faced one-day national strikes, but this was the first 48-hour national strike since the 1973-1990 Augusto Pinochet dictatorship. A recent poll showed Pinera the least popular president since Pinochet's rule.

Even a major cabinet reshuffle last month, the second since Pinera took power in March 2010, has failed to quell unrest.
