When it comes to dress sense, what's worse: layer upon bulky layer of long underwear and puffy coats? Flashy, barely-there outfits? Or downright sloppiness?

Travel + Leisure readers rated major destinations in categories including style for the annual America's Favorite Cities survey -- and the results confirm that city dwellers fall short of fashionable in myriad ways. But it's Anchorage that earned the dubious honor of No. 1 worst-dressed city in America.

That's no surprise to Dr. Miriam Jones, a paleoclimatologist who has traveled in and out of Anchorage "too many times to count" during a two-year research stint.

"It's not uncommon to see oversized parkas with fur-lined hoods and bunny boots," she says. "And people aren't alarmed when a person wearing a ski mask enters a room." In Alaska, she adds, men sport beards and flannel in the most unironic way possible: to keep frostbite at bay and their appendages attached.

Dennis Rodman to be sentenced in family court

(AP) ? Flamboyant former NBA star Dennis Rodman is due in family court Tuesday to be sentenced on four counts of contempt for failing to pay child support.

The retired professional basketball player will likely face a sentence of community service, said Mary Ann Noiroux, an attorney for Rodman's ex-wife Michelle. He could also be ordered to pay more than $800,000 in back child support, Noiroux said.

"For somebody like that, they could even have him help out with a Boys and Girls Club teaching basketball," she said.

Noiroux said Rodman also faces additional contempt charges for other missed payments, and another conviction could land him in jail.

Rodman's attorney, Linnea Willis, did not return calls for comment.

Rodman ? known for his wild behavior and Technicolor hair as well as his rebounding skills ? married in 2003. His wife filed for divorce a year later. Since then, the couple has been feuding over custody and support of their two children, ages 10 and 11.

Rodman was found guilty of the counts of contempt last year for child support owed in 2009 and 2010.

His attorney has claimed he owes far less money. Court documents filed earlier this year indicated that Rodman was "broke." His tax return from 2010 shows he earned roughly $150,000, but his financial manager said he owes significant amounts in back taxes.

She also said Rodman's alcoholism has tarnished his image and made it difficult for him to obtain corporate endorsements and other work.

Rodman currently pays about $4,500 a month in child and spousal support, said Jack Kayajanian, another attorney for Michelle Rodman who is focused on recovering the payments.

"My desire is not to put Dennis Rodman in jail. My desire is to shake the tree a little bit and get money for his children," he said.

Rodman was a bad-boy star of the Detroit Pistons and won three NBA championships with the Chicago Bulls. He also played for the Los Angeles Lakers, and lived in California's affluent Orange County before moving to Florida. He was inducted into the NBA Hall of Fame last year.

Rodman dated Madonna, was married briefly to Carmen Electra, and gave loud parties that led to frequent run-ins with the law when he lived in Newport Beach.

Oil Drilling Becoming Increasingly Dangerous for Texas Workers

There are several conditions in the oil industry that contribute to the prevalence of workplace injuries. Employees tend to work grueling hours, sometimes being scheduled for 12-hour shifts for up to 14 consecutive days. Wells often operate 24/7 despite extreme weather conditions. In addition, productivity demands have meant that new workers are often brought on before they have the experience needed to remain safe.

A common cause of injury on oil rigs is what the Department of Labor refers to as "struck by" injuries. The stupid things you do on Facebook -- and how to fix them

Reluctantly or otherwise, Facebook is the place most of us have chosen to share our lives online. In spite of its many useful features, the social media site can be a constant source of annoyance, embarrassment and trouble if you make a few stupid decisions you might not even realize you're making. Fortunately, with a little effort, you can get Facebook under your control.

Stupid thing #1: You don't regularly audit your approved apps
How many applications have you approved on Facebook? There are probably a few you don't even know about. When, for example, someone auto-shares an article through a news app (which has the potential to be hilarious and embarrassing), you have to approve the app just to read that article. The same goes for answering survey questions, participating in games and basically interacting with half the stuff your friends post to their news feeds.

The problem: Apps have a lot of access to your personal data. You don't know exactly what they're seeing or what they're doing with it, so it's important you audit your apps once a month to ensure you haven't inadvertently approved anything you don't want or forgotten about an app you don't use anymore.

The solution: Auditing is pretty easy to accomplish. To start, visit your app settings pageand you'll be presented with a list of the apps you're supposedly using. Facebook attempts to order the apps by how recently you've authorized them, but in my experience it tends to get a few things wrong. Nonetheless, go through the list of apps and delete anything that you don't recognize or don't want anymore by clicking the X by its name. You'll also see an Edit link that will display detailed information about what the app can do, plus a few settings. If you want to restrict an app without deleting it, just click that Edit link and change what you want. Changes are saved as you make them, so you don't have to worry about saving.

Once you're done, your app list will be nice and tidy. Just make sure you mark a day on your calendar next month to do it again. You might be surprised by what you'll find.

The problem: Is your news feed a long list of crap you don't want to dig through to find the few posts you actually want to read? You may have too many friends ? which we'll get to next ? but it's more likely that you're not filtering anything at all.

The solution: Facebook does a decent job of deciding what's important and what's not, but your help is necessary. If you have a friend who posts mostly crap to your news feed, you can tell Facebook to filter out anywhere from some to all of their posts. Just hover over their message in your feed and click the downward-facing triangle on the upper-right side. You'll see that you're subscribed to the person who posted the message and you have the option to receive All Updates, Most Updates, or Only Important Updates so Facebook knows how much to show you. Additionally, you can unsubscribe from that person's updates altogether (without unfriending them), or just from their comments and likes. In fact, you can even unfollow from the notification alerts menu, too. This is a great way to build a news feed without constant posts from people who annoy you.

Stupid thing #3: You don't manage your privacy settings
The problem: Facebook and privacy haven't always gotten along swimmingly, but if you put in a little effort you can mostly control how Facebook uses and shares your data. You want to exert this control Facebook has provided because you're setting yourself up for disaster if you don't. The most common and obvious issue is that employers use Facebook to check out prospective hires. With so much information publicly available, it's not only cheaper than a background check but often better as well. Despite the risks, 13 million people have yet to even touch their privacy settings. It should go without saying, but this is pretty stupid.

The solution: Managing your Facebook privacy is not hard to do. If you don't want to waste a lot of time, you can always err on the safe side and lock down as much as possible. Just visit your privacy settings pageand don't allow anything at all. This will reduce Facebook's functionality, of course, but you won't have to worry too much about exposing private information. That said, putting in a little more effort can get you the best of both worlds. You'll have to spend a little time figuring out the exact settings you want and then taking the time to update those settings on a regular basis. Stupid thing #4: You complain about Facebook features you hate but don't fix them
The problem: A Facebook update rarely goes by without a few people creating petitions to change it back. Regardless of whether or not these petitions are legitimate, if you don't like a given feature you can remove it yourself.

Stupid thing #5: You friend everybody
The problem: Facebook began as a private club for Harvard students, slowly opening up to other schools and, eventually, the world. It was designed so you could add friends that were actually your friends. When the social media site ballooned into what it is today, you'd end up with friend requests from people you hardly know or met online. Not only did this end up creating an unmanageably large friend list, but you'd end up sharing personal information with people you don't really know. Many of us are now stuck with bloated friends lists that are too difficult to manage because we didn't realize the problem until it was too late, and studies are finding that this is actually making us unhappy. Fortunately, there's a simple way to get your enormous friend count to something more reasonable.

The solution: Send out a message to all your "friends" to let them know you're cleaning house. Post a message to your wall saying that you're cleaning house, asking anyone who wants to remain "friends" to send you a message to let you know. Post this message a few times over the course of a week and keep a list of anyone who sends you a request to stay. Additionally, visit your Facebook notifications pageto see who you've interacted with to help you figure out who else you want to keep around. Once you've got a good list together and a week or two has passed, it's time to start deleting. This can take a long time if you do it manually, but a GreaseMonkey script called FacebookDeletescan make the process much easier. The script allows you to batch-delete Facebook friends by entering in the friends you want to keep. It'll take care of getting rid of the rest. Once you're done, you'll have cleaned house and only have the people on your list.

Mistakes can be made, of course, so if you don't want to completely rid yourself of the not-quite-friends on your list you should turn on subscriptions for your account. This will turn anyone who sends you a friend request into a subscriber, regardless of whether or not you accept it. This way they can have access to any public information you post but nothing you want to keep private.

Stupid thing #6: You let Facebook spam your email inbox with notifications
The problem: Facebook likes to keep you on Facebook, and one way of doing that is emailing you tons of notifications whenever anything happens. It doesn't matter if it's the epitome of minutiae ? it's a reminder that you should be wasting more time on their social media monopoly. These notifications can be useful, as you probably do want to know when some things happen, but they're overwhelming if you're getting too many. The upside is that notifications are pretty easy to manage with just a few alterations to your settings.

The solution: To get started, visit your Facebook notification settings page. At first you might be a little overwhelmed because there are a lot of options, but it's not as bad as you may think. Under the "All Notifications" header you'll see a list of categories. Expand them all and you'll see several conditions that will cause you to receive an email or even a text message. In my opinion, the best way to start is by turning off every notification in every category. Once you've done that, go back through the list and decide what you actually want to receive. The list is long and you may grow a little impatient when deciding what you want, so if everything is unchecked you'll end up with fewer enabled notifications if you start rushing through the list. If you do forget to turn something on that you care about, you can always go back and change it later.

Another (and, I think, better) option is turning off all of your notifications and creating a daily digest of updates. This way you only receive one email per day with a bunch of relevant Facebook activity. You get all the same information, but it's consolidated into a single message. For something in between, check out The Friend Mail, which can also create a daily digest but will notify you about birthdays and important events more urgently. However you prefer to get Facebook updates in your email, there's a way to make it happen.

Stupid thing #7: You spend all of your time on Facebook
The problem:How much of your time do you spend on Facebook? Apparently a lot of it. It's kind of amazing you're not on Facebook right now. There's also a very good chance you found this post via Facebook. Facebook, Facebook, Facebook! Although it can be a fun distraction, it's probably one of the best procrastination tools you've got. Even one visit per day can derail your productivity. If Facebook is getting in the way of getting things done, it's probably time to quit ? but not really.

The solution: You can quit Facebook without actually quitting Facebook, effectively making it a lot less distracting. This means disabling a lot of features and locking down your privacy settings (as we've previously discussed). If that's too much for you, start tracking the time you spend onlineand see when you use Facebook the most. Doing so can help you reclaim your time and start using it more effectively. This way you can still use Facebook, but you can avoid it at the times it hurts your productivity the most. If you can pull that off, you'll get the best of both worlds.

SAN PEDRO SULA, Honduras (AP) ? Inside one of Honduras' most dangerous and overcrowded prisons, inmates operate a free-market bazaar, selling everything from iPhones to prostitutes.

It's more like a fenced-in town than a conventional prison, where raccoons, chickens and pigs wander freely among food stalls and in troughs of open sewage. But guards do not dare cross the painted, yellow "linea de la muerte" (line of death) into the inner sanctum run by prisoners, and prisoners do not breach the perimeter controlled by guards.

"The prisoners rule," assistant prison director Carlos Polanco told The Associated Press. "We only handle external security. They know if they cross the line, we can shoot."

The unofficial division of power at the San Pedro Sula Central Corrections Facility is mimicked throughout the country, where a Lord-of-the-Flies system allows inmates to run a business behind bars, while officials turn a blind eye in exchange for a cut of the profits they say is spent on prison needs.

This culture virtually guarantees that even in the glare of international scrutiny over a fire that killed 361 prisoners at another Honduran prison three months ago, little stands to change.

Just one month after the fire at Comayagua prison, convicts at San Pedro Sula turned on their leader, killing 14 people and taking over the prison for three weeks before officials could get inside. Less than two weeks ago another inmate was killed and 11 wounded in a brawl.

The AP this month toured the prison in San Pedro Sula, where 2,137 inmates live in a space built for 800. Journalists gained access not through the prison director but with permission from the head inmate, Noe Betancourt, who provided a team of eight prisoners as security. No guards went inside the bustling, autonomous town, where women and children mill about the stalls selling Coca-Cola, fruit, T-shirts, hammocks, shoes and rugs. Some 30 people enter from outside every day to work the market.

The guards typically keep to an area between two sets of locked doors. The first set is locked against entry to the outside world. Between those doors, and the doors to prison cells, lies the yellow line. Prisoners keep to their side of it so religiously that the doors to the indoor market and the cells are unlocked during the day.

At night, guards do venture in to lock the cells, inmate Betancourt said, but inmates have keys and crowbars, because in case of fire, "the police would run away and leave us in here."

A thickset middle-aged man who gave his prison tour accompanied by his girlfriend, Betancourt is responsible for taking charge of new inmates and explaining the fees, which include cell space.

Prices range from 1,000 lempiras ($50) for the worst cells to 15,000 lempiras ($750) for cleaner, more secure living space. Inmates who can't afford to pay anything sleep on the floors and get the worst jobs, such as cleaning.

Betancourt was "elected" to his post by his fellow inmates last month after his predecessor made the mistake of sharply raising fees.

The boss, Mario Enriquez, was widely hated for abusing prisoners, beating deadbeats or hanging others from the ceiling overnight, dogs biting at their toes. But after he hiked the costs of cells, food and other privileges, enraged inmates attacked him. They cut off his head, cut out his organs and fed his heart to his dog. Then they killed the dog, according to inmates whose account was confirmed by authorities.

Thirteen of the leader's band were murdered too, their bodies buried under mattresses and set afire.

After the killings, inmates continued to control the prison for three weeks, not allowing officials or firefighters in to investigate the blaze, according to San Pedro Sula prosecutor John Mejia. The dead bodies were handed over to the prison guards.

As in the case of the Comayagua prison fire, no charges have been filed in those deaths. At Comayagua, the prison director was dismissed, but the guards who fled and left men to burn in their cells that night were reassigned to other prisons, said Danny Rodriguez, the prison's new director.

Rodrigo Escobar Bil, an investigator with the Inter-American Commission on Human Rights, said the country's prisoners deserve better.

"It's likely that something grave will happen in the future in Honduras' prisons, given that the situation hasn't changed from what existed three months ago," he said after touring a prison last month.

The U.N.'s Honduras Subcommittee Against Torture reported in 2010 that corruption pervades the entire system, from prison staff to outsiders, ensuring "a silence ... a guarantee of impunity."

The prison is heavily overcrowded, with bunks bunched up side by side in large cells. Throughout the tour, prisoners could be seen visiting with their wives and playing with their children.

Prison clerks wearing blue jackets never stopped moving, carrying packages of food, tobacco or money sent from family members. In one corner, a band with an electric guitar practiced while in another a group watched Real Madrid play soccer on TV.

Everything costs.

Starting at about 75 lempiras ($3.50) a week, inmates can pay to have their floors cleaned or air conditioning repaired. They can buy beer at three times the street price, drugs and a night with a woman.

The profits are distributed among the workers, stall owners and the prison administration, Polanco said.

The administration cut is 120,000 lempiras ($6,000) a month, which pays for maintenance, gas to transport prisoners to court or the hospital and to serve better food, said Hugo Hernandez, San Pedro Sula prison administrator.

"The state gives us 13 lempiras per inmate (about 60 cents) a day for food. With that money they would starve, so I have to find a way to cover the rest," he said.

Prison officials openly acknowledge their complicity with prisoners as a fact of life in a country that spends roughly $250 per year on each of 12,000 inmates crowded into a system built for 8,000.

"For some it's corruption," Polanco said, "but for us it's the only way to keep the system from breaking apart."

Inmate Jorge Gutierrez runs a restaurant with specially designed, laminated menus featuring double hamburgers, pupusas and other popular dishes. He pays 480 lempiras ($25) a month to the prison administration to run his business, employs two fellow prisoners as waiters and said he still makes enough to support his family on the outside.

Gutierrez said when he is freed, he can rent or sell his business to another prisoner.

"No way would I want to be transferred to a new prison," he said. "I would lose my privileges."

The Inter-American Commission on Human Rights said the Honduran government has all but abandoned its penitentiary system. The report drew similar conclusions as that which followed a 2004 fire in the same prison that killed 107 inmates: a tinderbox of overcrowding, overloaded electrical systems and a lack of trained personnel to respond in a crisis.

"Honduras is a country with few resources," said Honduran Security Minister Pompeyo Bonilla. "We've asked the International Monetary Fund to be more flexible with its criteria for issuing new debt so we can deal with our prison problem."

At Comayagua, the fire spread quickly, fueled by clothing, bedding, cooking oil and other belongings of prisoners in rows of bunks only inches apart.

The same conditions exist in San Pedro Sula, where the human rights commission also condemned as deplorable its lack of hygiene and adequate food and potable water.

Fernando Ceguera, a prisoner who maintains the electrical system, showed 12 overloaded transformers that leak oil and spark whenever it rains. "They could explode at any minute," he said.

Assistant Security Secretary Marcela Castaneda recently said in Washington that Honduras plans to build at least two new penitentiaries, noting that some facility are far more overpopulated than San Pedro Sula, one as much as 235 percent over capacity.

But the plans lack financing. San Pedro Sula has had a committee to build a new prison for 10 years and is still waiting for the state to give it property to build on.

Prison boss Betancourt, meanwhile, said he is already working on a design and getting price quotes to build new cells in the current facility, adding a second story above its chapel and dining room.

"Working ourselves with $10,000," said Betancourt, "we can expand the capacity of the prison by 500 inmates."

Online Video Best Practices Get Fasig-Tipton to the Finish Line First ...

Would you buy a million-dollar thoroughbred race horse without ever even seeing it? Of course not. Before the Internet came along, Fasig-Tipton, North America?s oldest thoroughbred auction company, overnighted VHS tapes and DVDs of horses for sale to prospective buyers around the world. Today, however, a high-powered HD video content delivery system has rendered that old way of doing things obsolete.

Visit Fasig-Tipton?s site, and you?ll see hundreds of videos of thoroughbreds in action. ?The vital piece for our buyers is the two-year-old training track video collection, in which horses perform on a track in front of a live audience as well as the cameras,? says Max Hodge, Fasig-Tipton?s director of client services. ?We started putting those videos on our web site about eight to ten years ago, but it was the pre-broadband era so we were a little ahead of ourselves. Three years ago we started shooting the video in HD, and we were finally able to offer HD quality online.?

That upgrade coincided with Fasig-Tipton?s collaboration with the content delivery experts at Limelight Networks, who have taken the venerable firm farther online than it could have gone alone.

Fasig-Tipton contracts with a local video production house to shoot all its video, not only the on-track test runs but also the ?Horse of the Week,? ?Virtual Inspections,? and various expert chats and talk shows. Once a shoot is finished, the video crew uploads it via FTP, and Fasig-Tipton takes over, organizing and uploading them with the help of a single ?one-man IT army,? as Hodge puts it.

That man works with a web-based dashboard connected to Limelight Networks? Limelight Video Platform, a cloud-based service that simplifies the process of uploading, organizing, and managing Fasig-Tipton?s video collection, which has grown to more than 500 videos.

Getting started with a video platform provider is a highly consultative process, says Edgardo Nazario, vice president and general manager of the video platform solutions team at Limelight Networks. ?Some customers say ?I want this, this, and this, but we still have to understand their use case because the customer doesn?t always know what they really need. Luckily, Fasig-Tipton had a very clear vision. We just had to help them implement it.?

Nazario adds that Fasig-Tipton was among the first of Limelight Networks? customers to implement HD video and also was also an early adopter of the video platform?s player builder tool, which lets it design a highly customized video player without doing any coding.

Ponying up for Service

Activity at the site increases prior to each of the company?s 13 annual horse auctions. Buyers evaluate horses by watching the videos and may also send advisors and vets to inspect the animals in person. ?For the two-year-old sale, it?s our HD motion analysis videos that matter most. They?re a critical element,? says Hodge. The auctions themselves are streamed online as well, for the benefit of both the buyers and sellers.

Interestingly, the increase in Fasig-Tipton?s online efforts has been accompanied by a welcome decrease in costs. ?Video isn?t a significant percentage of our marketing budget anymore, says Hodge. ?We used to pay all sorts of other entities to do all this work for us, and the cost was astronomical, especially when it came to live streaming the auctions. Now all we have to do is take the video feed from the sale that we?re recording anyway, run it through two beefed-up computers and some streaming cards, and send it out through Limelight Networks? content distribution network. We don?t have to worry about it. It?s a great thing.?

As is typical in cloud scenarios, Limelight Networks sets up a multiyear contract, charges a monthly platform fee, and then lets Fasig-Tipton add more services and volume as its needs change.

Fasig-Tipton also maintains a mobile-optimized site, but as Hodge notes, with the advent of smartphones with fast internet access, most users prefer to visit the complete site rather than the stripped-down mobile version.

Unlike some other video providers, who strive to grow their audiences and monetize each video view no matter what, Fasig-Tipton doesn?t delve too deeply into the kinds of analytics that the Limelight Video Platform can provide. Ultimately, it measures the success of the site simply by the number of horses it sells. ?Generally, the horse that brings the most money in the sale is the one that had the most views leading up to the sale,? says Hodge. ?We get lots of traffic after the sale as well, when the trade journals talk about what happened at the sales.?

What Hodge notices most is the increased speed with which the business moves now. ?Everything has become compressed,? he says. ?Thoroughbred auctions used to be a major social event, so they tended to be drawn-out affairs. Now we work on a much tighter timeline and the internet and these videos help us work faster.?

The internet also makes it far easier to provide information to what has become an international clientele (Fasig-Tipton itself is owned by a Dubai-based company). Going forward, the company will certainly do more. As Nazario says, ?To us, video is the next step. In ten years no one is going to question if you should have video on your site. I tell my customers that they?ll want to be ahead of that curve.?

Some final thoughts from Fasig-Tipton and Limelight Networks on getting to the finish line first:

  • Shoot in HD. There?s no reason not to anymore.
  • If you lack a large staff, don?t try to manage your video content delivery on your own, especially if you have a good deal of it. It?s faster, easier, and ultimately more effective to let an expert partner tackle the task.
  • Don?t waste time on tangential videos. Figure out your marketing mission, and make sure every video you produce and distribute is serving that cause.
  • Remember that having truly relevant video on your site can improve your search rankings.
