Intuit index: Small business employment grew in Texas and nationally in January

Small businesses across the country created 20,000 jobs this month, up 0.11 percent from a year earlier, according to data released today from the latest Intuit Payroll?s Small Business Index.

Texas small business employment grew 0.02 percent in January, the index showed.

Intuit tracks monthly employment, revenue and wage trends for small businesses ? those with fewer than 20 employees ? in 33 states. This month, eleven states showed job gains, two were flat and 20 showed declines. Utah and Nevada saw the largest increases.

U.S. small business employment continues to climb slowly after a slight dip from April through September, said Susan Woodward, the economist who helped create the Intuit indexes. However, the?19.9 million small business jobs is still below the pre-recession level of 21.2 million jobs in March 2007, she said.

Nationally, the average monthly pay for small-business workers fell a seasonally adjusted $6 in January after rising $13 in December. Monthly hours worked dipped slightly to 105.1 hours.

The nation can expect to see a decline in consumer spending as employees will take home less money given the return of the employee payroll tax to its previous level of 6.2 percent, Woodward said

Overall small business revenue dropped 0.4 percent in December ? down for 10th straight month according to the Intuit?s Small Business Revenue Index, which lags the employment index by one month. Construction was the only industry to see a revenue increase last month ? up 0.3 percent. Small business revenue is just now reaching pre-recession levels.

The employment index is based on data from 170,000 small business employers that use Intuit?s Online Payroll and QuickBooks Online Payroll. The revenue index is based on data from about 100,000 small businesses that use QuickBooks Online financial management product.

Real-Time Power Outage Maps Available on Progress Energy Web Site

A new self-service tool that allows customers to search for information regarding power outages is now available on Progress Energy Carolinas' (Raleigh, North Carolina)?external Web site at http://www.progress-energy.com/outagemap.

The Progress Energy outage map tool provides real-time reports on power outages (including both planned maintenance outages and unplanned outages caused by storms, traffic accidents or equipment failure). It is available 24 hours a day. Features of the tool include:

  • Storm and non-storm mode views?
  • Map or table format views?
  • Color-coded icons based on the size of the outage?
  • Outages by county table?
  • A "go to" feature for outage searches by address

The online maps will provide outage information down to city and town detail and includes information such as the number of customers affected, the time the outage occurred and an estimated time power will be restored. To protect customer privacy and security, the Outage Maps Tool does not display outage views to a specific street address.

During major outage events (such as storms), the map tool will present outages by county -- highlighted in yellow shades, based on severity.

The outage maps do not include the cause of the outages. Power outages occur for many different reasons. They can occur when an object, such as a tree limb, comes in contact with a power line. During severe weather, high winds, lightning, heavy rain and flooding can damage underground or overhead electrical equipment. On occasion, service may be interrupted when underground lines are damaged by unauthorized digging. Utility poles and power lines can be damaged as a result of vehicle accidents. Small animals also sometimes climb on transformers and fuses, causing the equipment to shut down.

"Our job is to keep power outages to a minimum," said Lloyd M. Yates, president and CEO-Progress Energy Carolinas. "But when they do occur, we are committed not only to restoring service as quickly and safely as possible, but also to providing information that is useful to our customers, in as many forms as possible."

Cultural evolution changes bird song

Jan. 29, 2013 ? Thanks to cultural evolution, male Savannah sparrows are changing their tune, partly to attract "the ladies."

According to a study of more than 30 years of Savannah sparrows recordings, the birds are singing distinctly different songs today than their ancestors did 30 years ago -- changes passed along generation to generation, according to a new study by University of Guelph researchers.

Integrative biology professors Ryan Norris and Amy Newman, in collaboration with researchers at Bowdoin College and Williams College in the U.S., analyzed the songs of male Savannah sparrows (Passerculus sandwichiensis) recorded over three decades, and found that the songs had changed distinctly from 1980 to 2011.

"The change is the result of cultural transmission of different song elements through many generations," said Norris.

Norris added that the change in tune resembles changes in word choice and language among humans.

"If you listen to how people used to talk in the 1890s and how we talk today, you would notice major differences, and this is the result of shifts in culture or the popularity of certain forms," he said. "The change in sparrow songs over time has occurred much the same way"

The sparrows, which live on Kent Island, N.B., in the Bay of Fundy, can generally sing only one song type that consists of several parts. Male sparrows learn that song early in their first year and continue to sing the same tune for the rest of their lives.

"Young male sparrows learn their songs from the birds around them," said Norris. "It may be their fathers, or it could be other older male birds that live nearby."

Each male sparrow has his own unique sound, added Newman.

"While the island's sparrows all sing a characteristic 'savannah sparrow song,' with the same verses and sound similar, there are distinct differences between each bird," she said. "Essentially, it is like karaoke versions of popular songs. It is the rise and fall in popular cover versions that has changed over time."

The research team found that, in general, each song has three primary elements. The first identifies the bird as a Savannah sparrow, the second identifies which individual is singing, and the third component is used by females to assess males.

Using sonograms recorded from singing males each breeding season, the researchers determined that, while the introductory notes had stayed generally consistent for the last 30 years, the sparrows had added a series of clicks to the middle of their songs. The birds had also changed the ending trill: once long and high-frequency, it is now shorter and low-frequency.

"We found that the ending trill of the song has become shorter, likely because female sparrows preferred this, because males with shorter trills had higher reproductive success," Norris said.

Kent Island has been home to the Bowdoin Scientific Station since it was donated by J. Sterling Rockefeller in 1932, and the birds have been recorded since the 1980s. Individual birds are also monitored throughout their lifetime.

"We know the identity and history of every single sparrow in the study population" said Norris, who has led the project with Newman since 2009. "To have 30 years of recordings is very rare, and it was definitely surprising to see such drastic changes."

Spokesman: Ex-NYC mayor Koch improving in hospital

The spokesman for Ed Koch (KAHCH') says the former New York City mayor is improving but doesn't know when he'll be leaving the hospital.

The 88-year-old Koch was readmitted to NewYork-Presbyterian/Columbia hospital on Monday. He'd been released two days earlier after being treated for water in his lungs and legs.

Spokesman George Arzt says doctors on Tuesday continued to try to reduce the fluid. He says Koch also is showing an iron deficiency.

On Tuesday night, a new documentary about Koch's career premiered at the Museum of Modern Art.

Arzt says Koch asked about how many people attended, and who they were.

Koch initially went to the hospital on Jan. 19. He also was hospitalized in December with a respiratory infection and in September with anemia.

The One Thing BlackBerry Must Do to Reboot

There's a new smartphone with clever new features, a new company name, a new marketing strategy and even a hot new spokesmodel. But none of that will determine if the moribund BlackBerry returns from the dead.

Here's what will: Whether the once-dominant company can regain its cool factor.

After many delays and predictions about the BlackBerry's demise, the smartphone maker has surprised critics with an attractive new product and other changes meant to signal that it's pulling off the bandages and bolting out of the hospital. The company officially changed its name from Research in Motion--which only stock analysts tend to recognize--to BlackBerry, which is known by practically everybody, whether they love or hate the phones.

More clever still, the company has named pop superstar Alicia Keys as its "global creative director," whatever that means. Like millions of others, Keys says she dumped her BlackBerry in favor of an iPhone a couple of years ago. But she has since gone back to BlackBerry, which is obviously what the company needs a lot more of its former customers to do.

There's also a new operating system and two new phones, the flagship Z10 and a less expensive Q10 variant. Early reviews are generally positive. "They're getting people to pay attention again," says Carolina Milanesi of technology-research firm Gartner. "At least they're proving they get what they need to be doing."

Actually making people pay attention will be harder. BlackBerry once held 85 percent of the smartphone market. That has plunged to about 3 percent. The stock, which peaked at $148/share in 2008, now trades around $15/share, nearly a 90 percent plunge. BlackBerry has become grouped with AOL, MySpace and Palm as examples of breakout tech companies that quickly faded or are approaching irrelevancy.

To revive itself, BlackBerry has introduced new products that highlight the company's dwindling strengths while also attempting to innovate. BlackBerry products long appealed to corporate IT departments because of the company's proprietary data network, considered more secure than others. While that may still be the case, many companies have decided they don't need the most secure networks, and consumers buying their own phones are even less concerned about security. So BlackBerry has spun its reputation for security into new features meant to keep personal and work information separate, on phones that people use for both personal and business use.

The new devices also feature a digital, touch-screen keyboard that fills in words as you type and becomes more intuitive as it learns your personal style. There's also a kind of time-lapse camera feature that lets you pick the best shot in a reel that spans a few seconds, along with other features not found on competing devices from Apple, Samsung and others.

Reviewers seem to be impressed. Influential Wall Street Journal columnist Walt Mossberg called the makeover "a radical reinvention of the BlackBerry" and said it could get the company back into the game. David Pogue of the New York Times gushed over the Z10's features and called the phone "delightful"--a word that may never have been used before to describe a BlackBerry.

But building a cool product isn't nearly enough in the intensely competitive and fast-changing smartphone market. Gaining back lost market share will require tons of marketing support, plus agility and follow-through BlackBerry hasn't shown in the past. Success also depends upon intangibles that determine whether gizmos catch on with celebrities (including ones who don't get paid for endorsements), along with hipsters and other trendsetters.

The biggest shortfall is nothing new for BlackBerry: A dearth of apps, compared with competitors. BlackBerry says there will be 70,000 apps for the Z10 when it launches in the United States in March. Android and the iPhone each boast about 10 times as many. BlackBerry, aware of that vulnerability, says a utility will allow developers to easily convert Android apps to the BlackBerry, which might help the company catch up.

An important sign of success, says Milanesi, would be enthusiastic marketing and advertising support from carriers such as Verizon and AT&T. If that happens, it will help boost sales, which would encourage developers to spend more effort creating apps. More apps, in turn, would give users more things to do with their BlackBerries, and more reasons to love them. That would truly be something new.

Sensitive military technology company sold to Chinese despite warnings

a123-battery-systemsThe Treasury Department agreed Tuesday to sell a bankrupted company that manufactured sensitive military and commercial technology to a business based in China.

The government approved the sale of A123 Systems to the Shanghai-based Wanxiang firm, despite pleas from lawmakers and military insiders to the Committee on Foreign Investment in the United States to nix the sale. The committee, chartered by the Treasury Dept., has not yet offered an explanation for its decision, according to Human Events.

A123 Systems gained notoriety last year when it filed for bankruptcy after having received approximately $132 million of a $249 million grant, almost $1 million of it coming the same day of the bankruptcy filing.

?The approved sale marks yet another step in the coordinated strategy by foreign countries to acquire leading U.S. companies who are researching, developing and producing critical technologies,? Dean Popps, co-chairman of the Strategic Materials Advisory Council, told Human Events. The Committee on Foreign Investment in the United States ?has recognized this strategy but continues to fail to do anything to prevent it.?

The sale?s approval is curious, since it comes on the heels of President Barack Obama?s inaugural-day pledge not to ?cede to other nations? critical energy technology,? Popps said.

?Far from protecting America?s lead, as the president promised on the west front of the Capitol, his administration has just allowed China to leapfrog the world in advanced batteries at the expense of American taxpayers,? he said.

U.S. Rep. Bill Huizenga, R-Mich., said Tuesday it?s clear the technology acquired by Wanxiang has both civilian and military applications, according to an AOL story.

?It is also apparent that this technology was developed using taxpayer dollars through President Obama?s stimulus program and is now falling into the hands of a foreign company,? Huizenga said. ?American taxpayers should not be funding technology that will in turn be used in competition against American companies.?

In response to the flap, U.S. Rep. Marsha Blackburn,R-Tenn., introduced legislation earlier this month requiring safeguards on future decisions by the committee.

Home loans point to boost from BoE scheme

LONDON (Reuters) - Home loan approvals in Britain rose last month to the highest since January 2012, a sign that a Bank of England scheme may be starting to boost the flow of credit and support a flagging economy.

Net mortgage lending also jumped sharply to its highest level since April, offering hope that the bank's Funding for Lending Scheme - which went into operation in August - is starting to bear fruit.

The scheme is a response to worries that ultra-low official interest rates and the extra funds the bank has pumped into the financial system are not getting through to households and businesses.

The lack of lending has contributed to a grim economic outlook that has brought Britain to the verge of a "triple-dip" recession.

"On the face of it, those figures would support the Bank of England's claims that the FLS is starting to make its presence felt," said Peter Dixon, economist at Commerzbank.

"We would need to see a few more months of good data before we can validate the claim, but at least we're moving in the right direction," he said.

There was no immediate market reaction to the data.

Mortgage approvals rose to 55,785 in December from 54,011 in November, above analysts' expectations and the highest since January 2012, when the imminent end of a government incentive for first-time home-buyers boosted demand.

Net mortgage lending increased by 1.036 billion pounds ($1.63 billion), the largest amount since April, and interest rates on new secured loans to households fell to their lowest since April as well.

Evidence of benefit for businesses in Wednesday's data was less clear, though one measure of lending to firms posted its smallest annual percentage fall since November 2011.

Before the 2008 financial crisis, monthly mortgage approvals ran at around 90,000, but the number of home sales has slumped since then and the property market has largely ceased to be a major driver of consumer spending.

Last week similar data from the British Bankers' Association showed a tick up in mortgage approvals in December, although they were 4 percent down on the year.

Overall net household lending rose by 1.685 billion pounds after stagnating the month before. Within that, unsecured consumer lending rose by 649 million pounds, the biggest rise since September and a much stronger increase than forecast.

A quarterly Bank survey found that British banks planned to increase the supply of mortgages in early 2013 after a record rise in the availability of this type of credit in the three months to December. The poll also pointed to an improvement in terms on which loans are extended.

The BoE's preferred gauge of money supply, M4 excluding intermediate other financial corporations, rose 5.2 percent on the year, the sharpest rise since the second quarter of 2008.

Britain's economy shrank more than expected at the end of 2012, with a slump in oil production, lower factory output and a hangover from the London Olympics pushing it to the brink of its third recession since 2008.

'Tijarati' offers up to 75% mortgage finance for clients wishing to purchase a property for own use or investment, including commercial offices, retail space, factories and warehouses.

With 'Tijarati', Abu Dhabi Finance offers UAE Nationals and Expatriate residents a minimum loan amount of Dhs500,000, with a maximum amount of Dhs10,000,000. OpenTable buys food photo-sharing app Foodspotting

NEW YORK (AP) ? Restaurant reservations site OpenTable says it is buying Foodspotting, a mobile app for finding and sharing photos of food, for about $10 million to help it personalize its service.

OpenTable Inc. lets people book reservations online, or through its mobile app, without having to talk to a person. It's used by about 26,000 restaurants around the world. The San Francisco-based company says it will use Foodspotting's formulas for restaurant recommendations to help tailor OpenTable for individual users.

OpenTable says it recently added photos of food from Foodspotting in a partnership with the company.

Foodspotting's founder, Alexa Andrzejewski, will join OpenTable along with most of the startup's 10 employees. OpenTable says it plans to keep the Foodspotting website and app going.

NFL-Super Bowl coaches bristle at Obama's comments

NEW ORLEANS, Jan 28 (Reuters) - President Barack Obama's comments that he would "think long and hard" before letting a son play American football were shrugged off by Super Bowl coaches on Monday but there was some agreement from players that the game needed to evolve.

Obama's stance came in an interview with the New Republic, published on Sunday, where he was asked how he squares his love of the game with rising awareness of the impact of repeated head injuries on football players.

"I'm a big football fan, but I have to tell you if I had a son, I'd have to think long and hard before I let him play football," said Obama.

"And I think that those of us who love the sport are going to have to wrestle with the fact that it will probably change gradually to try to reduce some of the violence," he said.

San Francisco 49ers coach Jim Harbaugh was dismissive of Obama's comments.

"Well I have a four-month old, almost five-month old son, Jack Harbaugh, and if President Obama feels that way then there will be a little bit less competition for Jack Harbaugh when he gets older," he told reporters.

Brother John Harbaugh, coach of the Baltimore Ravens, the other team in Sunday's Super Bowl, said he didn't agree with Obama and stressed the game had much to offer.

"Football is a great game ... It's challenging, it's tough, it's hard. There is no game like football. It's the type of sport that brings out the best in you. It kind of shows who you are.

"I think it's a huge part of our educational system in this country. And it's going to be around for a long time," he said.

The 49ers' outside linebacker Aldon Smith said players were well aware of the risks involved.

"I think the game has been like it always has. It's a physical game. Everybody plays hard. Guys get hit sometimes and that's what we all know coming into the game.

"We all signed up for it. It's not like we signed up and thought we were going to play tennis," he said.

Concerns over the risk of brain injury from repeated concussions suffered by players in the NFL are growing with hundreds of former players involved in legal action against the league.

The NFL, America's most popular television sport and a $9 billion a year industry, has introduced tougher rules and regulations regarding the treatment of concussion.

Ravens center Matt Birk said he understood Obama's concerns and felt the game was beginning to change.

"I have three sons and I think anyone who is a parent can relate to that. Certainly it is a dangerous game and we're finding out more and more, every day, the long-term effects that this game can have.

"I think it's a joint effort with the (NFL) commissioner, with coaches, with players, with everybody, everybody that wants to watch and make this game as safe as it can be. I think we're making strides in that," he said.

San Francisco cornerback Tarell Brown agreed.

"It's definitely a dangerous sport, but at the end of the day the league is doing a great job of putting in place things to help players with safety," he said.

"I can understand where President Obama is coming from ... but at the same time the league is doing a great job of preventing a lot of those things." (Editing by Ian Ransom)

Conference suggests ways Broadway can be better

(AP) ? A conference on how to make the Broadway experience better for theatergoers has come up with some prescriptions: Be brave in the stories that are told onstage and embrace youth and technology.

"Broadway, I don't think, has boldly gone where it needs to," said "Star Trek" actor George Takei, riffing off his old show's motto. "I have a sense that Broadway hasn't entered into the 21st century."

The second TEDxBroadway conference on Monday brought together 16 speakers ? producers, marketers, entrepreneurs, academics and artists ? to try to answer the question: "What is the best Broadway can be?"

"We use the word 'best' because the goal of today is to go right past better all the way to the extent of what is possible, even if it seems a little bit outlandish," said co-organizer Jim McCarthy, the CEO of Goldstar, a ticket retailer.

TEDx events are independently organized but inspired by the nonprofit group TED ? standing for Technology, Entertainment, Design ? that started in 1984 as a conference dedicated to "ideas worth spreading." Video of the Broadway event will be made available to the public.

While the health of Broadway is good, with shows yielding a record $1.14 billion in grosses last season, some speakers noted that total attendance ? 12.3 million last season ? hasn't kept pace, meaning Broadway isn't always attracting new customers.

Three speakers ? one the sister of Facebook's founder Mark Zuckerberg ? argued that new technology means the stage experience doesn't need to be confined to the four walls of the theater and so can grow new audiences.

David Sabel, who has helped drive the National Theatre of Great Britain into the digital age, pointed out that broadcasts of his stage shows on movie screens across the world haven't dampened demand at the box office and have actually have themselves become profitable.

"I think in our business, digital is uniquely not a threat but an opportunity," he said. "What if we could open it up and invite a much greater audience in to speak with us?"

Randi Zuckerberg said the Broadway community could increase visibility by having auditions for minor parts via YouTube, have live tweeters backstage, offer crowd funding to knit people to productions, give walk-on parts for influential figures or even make the Playbills electronic.

"Why should Broadway be limited by physical space? By ticket prices? By the same shows, over and over?" she asked. "Instead of having just a small sliver of the world come to Broadway, why not bring a small piece of Broadway to the entire world?"

And Internet guru Josh Harris said producers need to open the entire process to the outside world, including video cameras backstage to capture actors getting ready and even having the orchestra pit filled with people interacting with the audience via their electronic devices.

The annual gathering centered on Broadway is the brainchild of three men: McCarthy; Ken Davenport, a writer and producer; and Damian Bazadona, the founder of Situation Interactive. It drew 400 people to the off-Broadway complex New World Stages and into the theater where "Avenue Q" usually plays.

Takei in the past few years has grown 3.3 million Facebook friends and leveraged them into audience members to "Allegiance," his new musical about Japanese-Americans during World War II,

"If I can do it, Broadway certainly can," the 65-year-old said. "Broadway is at its best when it embraces all of the technological advancements of the time and starts making a lot of friends on social media. Then, as we say on 'Star Trek,' Broadway will live long and prosper."

Thomas Schumacher, the president of the Disney Theatrical Group, slammed the pretentious way some in the theatrical community look at more mainstream shows and scoffed at their disdain for making the audience experience more fun.

"Populism has its own manifest destiny and we need to embrace that," said Schumacher, who called for a big tent of theatrical options on Broadway and especially shows for children who will return as adults. "What I ask you to do is embrace this audience and maybe even embrace the sippy cup."

Terry Teachout, drama critic at The Wall Street Journal, soberly pointed out that 75 percent of all Broadway shows fail and then asked that more producers roll the dice on quality.

"If you can't count on getting rich, then forget playing it safe. Why not take a shot at being great?" he asked. "If there's ever a time for you to shoot high, this is it. Don't start out settling for safe. Gamble on great."

Kristoffer Diaz, the playwright of the Pulitzer Prize finalist "The Elaborate Entrance of Chad Deity," urged producers to embrace different voices, as they did with "In the Heights" and "Rent."

"Women, writers of color, transgender, lesbian, gay and bisexual ? we need to keep hearing these stories. We need to hear them on Broadway," he said. "It becomes a lot harder to dismiss somebody out of hand if you've spent a couple of hours investing in their story."

Two speakers with specialty knowledge outside Broadway urged the community to not just focus on putting on a great show.

Susan Reilly Salgado, who has worked with famed restaurant owner Danny Meyer, said his success is not only about creating tasty dishes. Meyer, she said, makes the whole evening fun.

"To say that, in a restaurant, it's all about the food discounts everyone else who touches the customer experience," she said. "The best way to get people to come back to you over and over is to create an all-encompassing experience."

Erin Hoover, the vice president of design for Westin and Sheraton Hotels & Resorts, said Broadway theaters could take a page out of the innovations brought to hotel lobbies, which are now comfortable, inviting and offer new sources of revenue. "The experience for the show really starts at the door."

Customer service was also a theme touched on by Zachary A. Schmahl, an actor-turned-baker who created Schmackary's Cookies in his apartment and has watched it grow into a thriving business.

"Customer service is something that people are missing in New York," he said. "It's so important in our single-serving culture to be that business that has a heart and a soul alongside a quality product."

One returning speaker was Vincent Gassetto, the principal of a high-performing public middle school in a tough area of the Bronx, who urged those in attendance to make sure Broadway was on the radar of his best and brightest students.

"It's in everybody in this room's best interest that they have an awareness of this industry or we're never going to win that talent war," he said. "We're all going to be competing for them."

Though the speakers came from different backgrounds and emphasized different prescriptions, they did seem to agree with Daryl Roth, the Pulitzer Prize-winning producer of seven plays, including "Clybourne Park." She challenged the crowd to think of Broadway in more than just dollars and cents.

"If we share the deep belief that theater matters, that theater can change us and ultimately change the world, then isn't that the best Broadway can be?" Roth asked.

Reports have emerged that the Chinese government is considering lifting a ban it imposed on videogames consoles more than a decade ago. In 2000, authorities made illegal the sale and import of games machines because of the potential harm to the physical and mental development of the young.

China is now reconsidering that stance,?according to a government source reported in the China Daily.

Speaking to the newspaper, the source says recent research suggests the government?could allow games consoles to return to Chinese stores, but the process may be complicated because seven ministries were involved in bringing about the original ban.

"We are reviewing the policy and have conducted some surveys and held discussions with other ministries on the possibility of opening up the game console market," the unnamed source says. "However, since the ban was issued by seven ministries more than a decade ago, we will need approval from all parties to lift it."

There are also claims from China that Sony Computer Entertainment and Microsoft may have anticipated a lifting of the ban. SCE has recently set up a branch in the Guangdong province in south China, which it uses for "training, research and development". Microsoft introduced its Kinect motion controller to the country at the end of the year, albeit for medical and educational purposes.

"Kinect's entry into China does not mean Microsoft's game console has come to China," Microsoft's Zhang Yaqin formerly told China Daily.?"Currently, we don't have a timetable for our game consoles entering the Chinese market. It needs government's approval."?

Reuters has spoken to China's Ministry of Culture about the reported lifting of the ban, but an official at the ministry's cultural market department, identified only as "Bai", denied the report.

Lawmakers see immigration overhaul this year

WASHINGTON (AP) ? Republican and Democratic lawmakers were cautiously optimistic Sunday that a long-sought overhaul of the nation's immigration system that includes a pathway to citizenship for the 11 million illegal immigrants currently in the country will clear Congress this year, the result of changes in the political landscape shown in November's election.

"We are trying to work our way through some very difficult issues," said Illinois' Sen. Richard Durbin, the No. 2 Democrat in the Senate. "But, we are committed to a comprehensive approach to finally, in this country, have an immigration law we can live with. We have virtually been going maybe 25 years without a clear statement about immigration policy. That's unacceptable in this nation of immigrants."

Sen. Robert Menendez, who along with Durbin and Sen. John McCain, is part of the six-member, bipartisan Senate group working on a framework for immigration legislation to be announced this week, said current politics dictate that a pathway for citizenship must be included.

"Let's be very clear: having a pathway to earned legalization is an essential element. And I think that we are largely moving in that direction as an agreement," said Menendez, D-N.J.

But the package "will have the enhancement of the border security," he said, nodding to Republicans' priority to tighten borders to prevent future illegal immigration.

He also said the package would have to crack down on employers hiring undocumented workers.

Arizona Republican McCain has returned to the issue after having led a failed push to fix the nation's broken immigration system ahead of his 2008 bid for the White House.

McCain said: "What's changed is, honestly, is that there is a new, I think, appreciation on both sides of the aisle ? including, maybe more importantly on the Republican side of the aisle, that we have to enact a comprehensive immigration reform bill."

Despite making little progress on immigration in his first term, President Barack Obama won more than 70 percent of the Latino vote, in part because of the conservative positions on immigration that Republican nominee Mitt Romney staked out during the GOP primary. Asians, who immigrated to the U.S. in higher numbers than Hispanics in 2010, also overwhelmingly backed Obama. Latino voters accounted for 10 percent of the electorate in November.

Obama is to press his case for immigration changes during a trip to Las Vegas Tuesday: a pathway to citizenship for illegal immigrants that includes paying fines and back taxes; increased border security; mandatory penalties for businesses that employ unauthorized immigrants; and improvements to the legal immigration system, including giving green cards to high-skilled workers and lifting caps on legal immigration for the immediate family members of U.S. citizens.

In an opinion piece published online Sunday in the Las Vegas Review-Journal, Sen. Marco Rubio, also a member of the bipartisan Senate group, laid out his proposal to address the issue. The Florida Republican, son of Cuban immigrants, wrote that "significant progress" on enforcing immigration laws must be certified before unauthorized immigrants now in the country are allowed to apply for residency and "get in the back of the line."

Rep. Paul Ryan, the 2012 Republican candidate for vice president, said he backs Rubio's proposal.

"Immigration is a good thing. We're here because of immigration. We need to make sure it works," Wisconsin's Ryan said.

If Republicans fail to act, they will pay the price in elections for generations, McCain warned.

"Well, I'll give you a little straight talk: Look at the last election... We are losing dramatically the Hispanic vote, which we think should be ours for a variety of reasons," McCain said.

McCain and Menendez spoke with ABC's "This Week," Durbin appeared on "Fox News Sunday" and Ryan was on NBC's "Meet the Press."

Music, MIDI and mobile? Seen that before, right? Well, yeah, but sometimes something comes along that surprises everyone. Artiphon's Instrument 1 is one such thing. And after all, there's more than one way to crack a nut. Artiphon's method involves creating a high-quality muli-instrument device that uses an iPhone or iPod touch as its brain. So, this is no plastic (bear with us) "appcessory." The Instrument 1 is made out of special quality African hardwood, and centers around an intentionally ambiguous design. There is a pair of high-quality custom speakers that give impressive 30W onboard sound. There is, of course, a line out and MIDI in / out too. The prototype we saw today doesn't have a built-in battery, but final production models will, making this a truly portable, complete solution. Dr Mike Butera, the firm's founder, was keen to explain to us that this is intended not to replicate one specific device (though it does a great job of guitar, violin, banjo and more), but rather to enable musicians to be able to work in a way they want to. The Instrument 1 works with any core MIDI enabled app, but there are plans to release a companion app for more detailed / custom mappings in the future. We got a private tour of the device, to tip-toe past the break for more.

The first thing we noticed was how authentic it felt. Authentic what? Well, ok, that's a little harder to explain. It definitely felt more like holding an instrument, than a MIDI device or an accessory component though. The oiled wood finish, metal speaker grilles and overall quality of the device make it feel like something you'd wield with care. The iPhone section is also pleasantly discreet. Sure, it takes somewhat center place, but at the same time keeps it out of the way when you're playing. Under the neck you'll also find some additional controls that steer the Instrument 1 in more dedicated instrument directions (bass mode for fret tapping, banjo mode with arpeggios etc). The small black box below the iPhone housing serves as a strum-surface (or when in violin mode, the area you "bow"), and the neck section is largely akin to a guitar neck, but when approached creatively, can be used in all manner of ways, such as drum-pads when resting on your lap. For those that want to know, it's currently sporting a 30-pin connector, but has room enough so that you can also use it with a lightning adaptor. There's also a physical volume control and a USB port.

As for the MIDI options... there are plenty. Polyphonic aftertouch, vibrato, versatile modulation and mapping, to name a few. There is an octave switch on the neck, also, so that you can get a wide range of musical notes with ease. Mike showed us that as there are two sensors on each neck-note, you can effectively cram two octaves into the same space too, should this better suit your needs. As mentioned above, currently this is the third prototype, but full production is expected soon. How much, then, does Artiphon want for the Instrument 1? That'll be $800 when it eventually rolls out towards the end of this year. A tall price for a MIDI controller perhaps, but you'll be replacing your entire band at the same time. Just don't tell them yet. Go south for the demo video.

Cities affect temperatures for thousands of miles

Jan. 27, 2013 ? Even if you live more than 1,000 miles from the nearest large city, it could be affecting your weather.

In a new study that shows the extent to which human activities are influencing the atmosphere, scientists have concluded that the heat generated by everyday activities in metropolitan areas alters the character of the jet stream and other major atmospheric systems. This affects temperatures across thousands of miles, significantly warming some areas and cooling others, according to the study this week in Nature Climate Change.

The extra "waste heat" generated from buildings, cars, and other sources in major Northern Hemisphere urban areas causes winter warming across large areas of northern North America and northern Asia. Temperatures in some remote areas increase by as much as 1 degree Celsius (1.8 degrees Fahrenheit), according to the research by scientists at the Scripps Institution of Oceanography; University of California, San Diego; Florida State University; and the National Center for Atmospheric Research.

At the same time, the changes to atmospheric circulation caused by the waste heat cool areas of Europe by as much as 1 degree C (1.8 degrees F), with much of the temperature decrease occurring in the fall.

The net effect on global mean temperatures is nearly negligible -- an average increase worldwide of just 0.01 degrees C (about 0.02 degrees F). This is because the total human-produced waste heat is only about 0.3 percent of the heat transported across higher latitudes by atmospheric and oceanic circulations.

However, the noticeable impact on regional temperatures may explain why some regions are experiencing more winter warming than projected by climate computer models, the researchers conclude. They suggest that models be adjusted to take the influence of waste heat into account.

"The burning of fossil fuel not only emits greenhouse gases but also directly affects temperatures because of heat that escapes from sources like buildings and cars," says NCAR scientist Aixue Hu, a co-author of the study. "Although much of this waste heat is concentrated in large cities, it can change atmospheric patterns in a way that raises or lowers temperatures across considerable distances."

Distinct from urban heat island effect

The researchers stressed that the effect of waste heat is distinct from the so-called urban heat island effect. Such islands are mainly a function of the heat collected and re-radiated by pavement, buildings, and other urban features, whereas the new study examines the heat produced directly through transportation, heating and cooling units, and other activities.

The study, "Energy consumption and the unexplained winter warming over northern Asia and North America," appeared online January 27. It was funded by the National Science Foundation, NCAR's sponsor, as well as the Department of Energy and the National Oceanic and Atmospheric Administration.

Hu, along with lead author Guang Zhang of Scripps and Ming Cai of Florida State University, analyzed the energy consumption -- from heating buildings to powering vehicles -- that generates waste heat release. The world's total energy consumption in 2006 was equivalent to a constant-use rate of 16 terawatts (1 terawatt, or TW, equals 1 trillion watts). Of that, an average rate of 6.7 TW was consumed in 86 metropolitan areas in the Northern Hemisphere.

Using a computer model of the atmosphere, the authors found that the influence of this waste heat can widen the jet stream.

"What we found is that energy use from multiple urban areas collectively can warm the atmosphere remotely, thousands of miles away from the energy consumption regions," Zhang says. "This is accomplished through atmospheric circulation change."

The release of waste heat is different from energy that is naturally distributed in the atmosphere, the researchers noted. The largest source of heat, solar energy, warms Earth's surface and atmospheric circulations redistribute that energy from one region to another. Human energy consumption distributes energy that had lain dormant and sequestered for millions of years, mostly in the form of oil or coal.

Though the amount of human-generated energy is a small portion of that transported by nature, it is highly concentrated in urban areas. In the Northern Hemisphere, many of those urban areas lie directly under major atmospheric troughs and jet streams.

"The world's most populated and energy-intensive metropolitan areas are along the east and west coasts of the North American and Eurasian continents, underneath the most prominent atmospheric circulation troughs and ridges," Cai says. "The release of this concentrated waste energy causes the noticeable interruption to the normal atmospheric circulation systems above, leading to remote surface temperature changes far away from the regions where waste heat is generated."
