Business spending plans gauge hits one-year high in January

WASHINGTON (Reuters) - A gauge of planned U.S. business spending increased by the most in just over a year in January and new orders for long-lasting manufactured goods excluding transportation rose solidly, pointing to underlying strength in factory activity.

The Commerce Department said on Wednesday non-defense capital goods orders excluding aircraft, a closely watched proxy for business spending plans, jumped 6.3 percent, the biggest gain since December 2011, after slipping 0.3 percent in December.

Economists had expected this category to only rise 0.2 percent.

"The strong gains in core capital goods orders suggests that business investment activity, which has been one of the sour points of this economic recovery, could provide a meaningful lift to overall economic activity this quarter," said Millan Mulraine, a senior economist at TD Securities in New York.

U.S. stock index futures were little changed and U.S. government debt prices were higher in morning trading. The dollar pared losses against the yen after the data.

Durable goods orders excluding transportation increased 1.9 percent, the largest gain since December 2011, after increasing 1 percent in December. That was well above economists' expectations for a 0.2 percent increase.

However, overall orders for durable goods - items from toasters to aircraft that are meant to last at least three years - tumbled 5.2 percent as demand for civilian and defense aircraft fell sharply.

Last month's drop was the first since August.

The strong rise in so-called core capital goods should bolster expectations for business spending on equipment and software to remain on an upward trend this quarter.

Still, the report is unlikely to change the Federal Reserve's very easy monetary policy stance.

Factory activity has cooled in recent months after helping to lift the economy from the 2007-09 recession. Sluggish domestic demand, tighter fiscal policy and slowing global growth are holding back manufacturing.

Last month, shipments of non-defense capital goods orders excluding aircraft, used to calculate equipment and software spending in the gross domestic product report, fell 1 percent after being flat the prior month.

Overall orders for durable goods were dampened by a 19.8 percent drop in transportation equipment as demand for civilian aircraft dived 34 percent.

Boeing received orders for only 2 aircraft, down from 183 in December, according to information posted on the plane maker's website. The decline in orders is probably not related to the grounding of Boeing's 787 Dreamliners after problems with overheating batteries.

However, aircraft orders are very volatile and typically tend to fall at the start of the year.

"I haven't heard any reports about airlines canceling their orders. This could be one-month lull rather than something greater," said Stephen Stanley, chief economist at Pierpont Securities in Stamford, Connecticut.

Defense aircraft orders collapsed 63.8 percent after soaring 58.5 percent in December, likely as orders were pushed forward ahead of $85 billion in government-wide spending cuts.

The cuts, which are part of a plan to reduce the budget deficit, are set to kick in on Friday, unless Congress and the Obama administration come up with a last minute deal. Defense will bear much of the cuts.

Fed Chairman Ben Bernanke on Tuesday urged lawmakers to avoid the sharp spending cuts and warned they could combine with earlier tax hikes to create a "significant headwind" for the modest recovery.

Defense capital goods orders plunged 69.5 percent in January, the sharpest fall since July 2000. Orders for motor vehicles were flat.

Orders for machinery recorded their largest increase since May 2010. There were also gains in orders for fabricated metal products, electrical equipment and appliances.

Excluded by the UKs fiber rollout, Oxfordshire villages roll their own 1Gbps broadband service

No matter which provider you plump for, the UK's fiber broadband roll-out won't connect many under-served rural communities. Annoyed at the snub, residents of Frilford and Frilford Heath teamed up with infrastructure business Gigaclear to do something about it -- with startling results. The company's fiber broadband service promises a whopping 1,000Mbps, putting it in the same leagues as Google's Kansas-based internet experiment. While it'll set locals back £195 ($295) to reach that top speed, it's far better than having no choice at all.

Live from the Connecting the next billions keynote

Mozilla's Gary Kovacs has been harping on this idea of connecting the next billion or so people to the internet all week -- it's the one of the driving philosophies behind Firefox OS. Nokia is looking to bring down the cost of entry to the mobile web with the 105 and 301. Then there's operations like Qtel and Bharti Airtel, that provide cellular service across the developing world and in emerging markets. These companies are all looking to put the democratizing power of the web in the pockets of people across the globe and they're all here at Mobile World Congress 2013 to discuss just how they plan to do that and why it's so important. To find out what these CEOs, including Stephen Elop, Dr. Nasser Marafih (Qtel) and Sunil Mittal (Bharti Airtel) have to say, check back in at the time below.

Holden plays 1st league game in 23 months

Associated Press Sports

updated 5:59 p.m. ET Feb. 26, 2013

BOLTON, England (AP) - American midfielder Stuart Holden played his first league game in nearly two years on Tuesday after coming on as a first-half substitute for Bolton in a 1-0 win over Peterborough in England's second division.

Holden replaced the injured Mark Davies in the 24th minute, helping Bolton hold on for the win after Craig Dawson scored in the fourth minute. It was Holden's first league action since injuring his right knee against Manchester United on March 19, 2011.

Holden returned from surgery to play in a League Cup match that September, then had another operation on the same knee eight days later.

He made his return to the field on Jan. 15, when he came on as a substitute during an FA Cup replay against Sunderland, then entered in the 81st minute as Bolton was eliminated by Everton in the fourth round nine days later.

Deepwater Horizon oil spill trial begins. How much will BP pay?

The Deepwater Horizon oil spill trial got underway Monday. Oil giant BP could face anywhere between $5 billion and $18 billion in fines for its role in the 2010 Deepwater Horizon oil spill.?

A multibillion dollar trial began Monday to determine the?culpability?of BP and its contractors in the 2010 Deepwater Horizon oil spill.

The key question: How much is BP to blame for the explosion that took the lives of 11 people and spewed an estimated?4.9 million barrels of oil into the Gulf of Mexico ? and, thus, how much will it have to pay in civil penalties?

The trial, which could last for months, will pit rival claims of culpability as BP tries to offload responsibility for the Deepwater Horizon disaster onto its onetime partners, Transocean and Halliburton. At stake: up to $18 billion in fines. Prosecutors will have to prove not only that BP made mistakes but it acted with gross negligence.?

"Despite BP's attempts to shift the blame to other parties," Justice Department attorney Mike Underhill said in opening statements, "by far the primary fault for this disaster belongs to BP."

Kayak PRO (for iPad)

An iPad makes a better traveling companion than a laptop for its incredible lightness, durability (no moving parts to snag or break), and the fact that TSA doesn't require you to pull it out of your bag when it goes through the x-ray machine. If you'll be on the road?or maybe just the next time you want to do a little armchair travel?get the Kayak PRO for iPad app (99 cents), one of the best travel search and booking apps in the App Store, and our Editors' Choice.

Kayak centralizes search, giving you tools to find flights, hotels, and cars from one convenient app. You can't do a single search for all three at once, the way you can on the website, but the app is a close second in terms of convenience. Sure, Orbitz offers the same basic functionality in its officially titled Orbitz Flights, Hotels, Cars iPad app (free, 4 stars), but it doesn't offer you the option of searching across other travel search sites, such as Priceline (which now owns Kayak) and Hotwire, to ensure you'll get the best price. Plus, Kayak's iPad app offers several other neat features that make it slightly more useful and fun to use than Orbitz's app. Plus, Kayak PRO presents a more streamlined and thoughtful interface that lets you move effortlessly between your flight, hotel, and car options. While Kayak did not in the past support direct payment processing, it does now, with the help of its partner Travelocity, letting you pay quickly and conveniently for plane tickets, as well as hotel and rental car reservations. Occasionally, Kayak sends you elsewhere to complete the purchase to get the best deal, but it's always a reputable site and the Web page loads within the Kayak app, rather than routing you through Safari?making for a clean and efficient experience.??

The 99-cent price tag on the Kayak PRO iPad app buys you an ad-free experience. Other than that, it is virtually the same as Kayak's free iPad app, a fact that surely some will begrudge.

Searching and Booking Flights, Hotels, Cars
The primary navigation in the Kayak PRO app happens from a tiny left rail, where you can jump between sections for searching flights, hotels, car reservations, and travel deals around the world. Two more sections, a flight tracker and "my trips" section, give the app even more utility. You can set up flight-tracking on multiple flights, which is especially helpful for frequent travelers as well as small business owners who need to keep track of their employees' flights?or their own.

The flight search supports one-way, round-trip, and even multi-city journeys. All the options appear quickly and are simple to navigate. When you hit the results page, finding a flight that fits your needs based on arrival or departure time, price, layover time, and so forth, is dead simple. Kayak really centralizes every bit of the travel search experience.

When you skip between sections, moving from a flight to a hotel search for example, Kayak remembers? your most previous dates and cities and auto-fills them into the search criteria. The hotel section and results page work much in the same manner as the flights, with appropriate filters to help you narrow down your options. One, however, a slider bar that lets you adjust how far from the city center a hotel can be, is difficult to maneuver at distances smaller than about 20 miles. Considering that many airports are in major cities, where the difference between one mile and five from the city center is huge, it's an area where Kayak could make some smart improvements.

Hotel listings come with photos when available and appear on an interactive map, but they don't include alternative accommodations (i.e., rental properties and rooms to let), like the kinds you'll find on Airbnb or HomeAway. Another travel search app for iPad, Hipmunk (free, 3.5 stars) can scout out a full-sized home or apartment rental, although similar to Kayak in its infancy, Hipmunk doesn't book the stay for you. You'll be pushed to another site to lay down your credit card.

The car search area works just as well as the others and includes all the major car rental companies. But the real strength of the app is its ability to glide you from one section to another quickly, so that you can secure your car at the same time as reserving your hotel room.

Extras and Oddities
If booking travel takes too much out of you, consider using the Kayak PRO iPad app just for kicks instead. From a map icon, you can search for travel across all known dates from any airport and see a list of the lowest prices Kayak can find. If you type in your airport of choice, Kayak displays a world map with pinpoints and prices based on a roundtrip fare. Tap on a pin for more information, and it'll show the dates of travel for the price found.

The only problem with this feature is that the prices aren't always what they seem. For example, just as I was ready to book my flight to the Abu Dhabi (only $810 roundtrip from New York!) I clicked through for complete flight details and watched as my bargain price skyrocketed to $1,026.A few times, the opposite happened, like when I spotted a reasonable $180 ticket between London Heathrow and Oslo, when in fact the final quote came in even lower at $173.

Kayak for Pro Travelers
I'll admit that I am a long-time Orbitz user, having booked on that site nearly since it first debuted. But Kayak has become a real contender in the travel search?and now booking?space, and its iPad app is a testament to the company's hard work. A thoughtful design and set of features that easily meet expectations keep Kayak PRO one of the most efficient apps for travelers, while a few little extras help it appeal to wanderlusters, too. Kayak PRO for iPad is PCMag's Editors' Choice for iPad travel search and booking apps. Pack Kayak PRO, and you won't go wrong.

Start here!

If only these start lines could be everywhere!

So, someone once told me that we?re supposed to be working toward getting a job while we?re here in college. This is a strange concept?this is also sarcasm that I?m dearly hoping you are understanding!

Yes, we all know that a job means that we get money and money means that we get to eat. Being in this stage in life can sometimes be very confusing and frustrating; we are impatient to reach our goals of graduation but we need to get past this in-between stage in our lives. Part of how we begin this transition into the infamous ?real world? is to look at what we are going to do after graduation. Will we go on to graduate school? Find a career with our degree? Both need one really stellar resume, that?s for sure!

Now, I fully admit that I got a bit big-headed about my resume writing skills. I am humbled to report that I am not the champion resume-writer. The wonderful people in the Service Learning and Career Development Office were wonderful and brought me down gently from my nest in the clouds. Apparently, I like to use words?and LOTS of them! Go figure!

Besides an ego check, I found out that the Service Learning and Career Development Center (SLCD) also does a ton of other things!! Here?s a list:

A hot air balloon carrying tourists over Egypt's ancient city of Luxor caught fire Tuesday, and some passengers trying to escape the flames leaped to their deaths before the craft crashed in a sugar cane field. At least 19 tourists were killed in one of the world's deadliest ballooning accidents.

The accident was a new blow to Egypt's tourism industry, which has been gutted by the country's turmoil the past two years. The southern city of Luxor, site of some of the most dramatic pharaonic temples, has been particularly hard hit, with empty hotels worsening the area's poverty.

After the early morning crash, authorities suspended hot air balloon flights, a popular tourist attraction here, while investigators worked to determine the cause. The crash raised accusations that authorities have let safety standards fall amid the political instability since the 2011 fall of autocrat Hosni Mubarak ? though the civil aviation chief insisted his ministry keeps stringent inspections of balloons.

The balloon was carrying 20 tourists ? from France, Britain, Belgium, Hungary, Japan and Hong Kong ? and an Egyptian pilot on a sunrise flight over Luxor, officials said.

According to initial indications, it was in the process of landing after 7 a.m. when a landing cable got caught around a helium tube and a fire erupted, according to an investigator with the state prosecutor's office.

The balloon then shot up in the air, the investigator said. The fire set off an explosion of a gas canister and the balloon plunged some 300 meters (1,000 feet) to the ground, according to an Egyptian security official. It crashed in a sugar cane field outside al-Dhabaa village just west of Luxor, 510 kilometers (320 miles) south of Cairo, the official said.

The official and the investigator spoke on condition of anonymity because they were not authorized to talk to the media.

"I saw tourists catching fire and they were jumping from the balloon. They were trying to flee the fire but it was on their bodies," said Hassan Abdel-Rasoul, a farmer in al-Dhabaa. He said one of those he saw on fire was a visibly pregnant woman.

Bodies of the dead tourists were scattered across the field around the remnants of the balloon, as rescue officials collected the remains in body bags.

The crash immediately killed 18, according to Luxor's governor, Ezzat Saad. Two Britons and the Egyptian pilot were taken to the hospital, but one of the Britons died of his injuries soon after. The other Briton and the Egyptian, who state media said suffered severe burns, were flown to Cairo for further treatment.

Among the dead were nine tourists from Hong Kong, four Japanese ? including a couple in their 60s ? and two other Britons, according to Egyptian officials or tourism authorities from the home countries.

Hot air ballooning is a popular pastime for tourists in Luxor, usually at sunrise to give a dramatic view over the pharaonic temples of Karnak and Luxor and the Valley of the Kings, a desert valley where many pharaohs, notably King Tutankhamun, were buried.

Luxor has seen crashes in the past. In 2009, 16 tourists were injured when their balloon struck a cellphone transmission tower. A year earlier, seven tourists were injured in a similar crash.

The toll puts the crash among the deadliest involving a recreational hot air balloon. In 1989, 13 people were killed when their hot air balloon collided with another over the Australian outback near the town of Alice Springs.

After the 2009 accident, Egypt suspended hot air balloon flights for several months and tightened safety standards. Pilots were given more training and a landing spot was designated for the balloons.

But Tuesday's crash raised accusations that standards had fallen, and many in Luxor were afraid it would only further damage tourism in a city that relies on foreign visitors.

"Tourism is dying here already and the tourists killed in the balloon will make things worse," said Mohammed Osman, head of the Luxor's Tourism Chamber. He blamed civil aviation authorities, who are in charge of licensing and inspecting balloons, accusing them of negligence

"There is no oversight, and no one is checking anything. I don't want to blame the revolution for everything but the laxness started with the revolution," he said. "These people are not doing their job, they are not checking the balloons and they just issue the licenses without inspection."

Civil Aviation Minister Wael el-Maadawi, who flew to Luxor to oversee the investigation, said the balloon that crashed had been inspected earlier this month as a requirement for renewing the company's license. Speaking to Al-Jazeera Mubasher television, he said safety standards were "normally high" and that there must have been extreme circumstances that led to the crash.

"This is a painful accident," he said. "It is premature to say whether it is maintenance or a human error until the investigation is over, whether the tube was unhooked because of a maintenance error or because it was pulled, someone stepped on it and pulled it."

The Civil Aviation Ministry, like much of Egypt's administration, has seen some political disputes since Islamist President Mohammed Morsi came to power in June as Egypt's first freely elected leader.

The ministry was long dominated by military officers or former officers, some of whom have resented control by a civilian president, particularly one who hails from the Muslim Brotherhood. In other ministries, observers say Brotherhood members have been appointed, or included as volunteers, in many posts.

One civil aviation ministry official told The Associated Press that standards have fallen since civilians were brought in to some middle-ranking positions. The official said inspections have become more lax, taking place oncee a month instead of weekly. The official spoke on condition of anonymity to speak on the issue.

Egypt's tourism industry has been decimated since the 2011 uprising and the political turmoil that followed and continues to this day. Luxor's hotels are currently about 25 percent full in what is supposed to be the peak of the winter season.

Scared off by the turmoil and tenuous security following the uprising, the number of tourists coming to Egypt fell to 9.8 million in 2011 from 14.7 million the year before, and revenues plunged 30 percent to $8.8 billion.

Poverty swelled at the country's fastest rate in Luxor. In 2011, 39 percent of its population lived on less than $1 a day, compared to 18 percent in 2009, according to government figures.

Magda Fawzi, whose company operates four luxury Nile River cruise boats to Luxor, said she expects the accident will lead to tourist cancellations. Tour guide Hadi Salama said he expects Tuesday's accident to hurt the eight hot air balloon companies operating in Luxor, but that it may not directly affect tourism to the Nile Valley city.

In August, Morsi flew to Luxor to encourage tourism there, about a month after he took office and vowed that Egypt was safe for tourists.

"Egypt is safer than before, and is open for all," he said in remarks carried by the official MENA news agency at the time. He was referring to the security situation following the 2011 ouster of autocratic leader Hosni Mubarak.

Deadly accidents caused by poor management and a decrepit infrastructure have taken place since Morsi took office. In January, 19 Egyptian conscripts died when their rickety train jumped the track. In November, 49 kindergarteners were killed when their school bus crashed into a speeding train because the railway guard failed to close the crossing.

The Muslim Brotherhood, Egypt's most powerful political force and Morsi's base of support, blames accidents on a culture of negligence fostered by Mubarak, under whose rule the country saw a number of devastating accidents.

Can a Teddy Bear Save Your Child from Hell?

Listen, brother: If you don?t want your children to roast forever in hell, you should buy this teddy bear from John Hagee ministries.

That was the message of a product commercial that Matthew Paul Turner noted recently on his blog. ?You?ll have to take my word for it, since the commercial has since vanished from the interwebs. ?But you can see a basic ad for Barnabas, the Bible Bear, sans John Hagee, here. ?Barnabas is a ?soft, cuddly companion? that quotes nine Bible verses. ?The video shows a little girl who is sweetly addicted to squeezing all the biblical wisdom out of this poor talking bear.

YouTube Preview Image

Since Matthew Paul Turner was snarking about the bear, and since I?m a contrarian, I was prepared to counter-snark. ?I don?t find the bear ?creepy,? as MPT did. ?But I did find the advertisement strategy rather loathsome. ?It was just about that stark: You don?t want your kids burning in hell, right? God has made you responsible to deliver them from the hands of Lucifer. ?Ergo, you should buy this teddy bear, which by the way my son Matthew Hagee helped develop, and which also brings money into John Hagee ministries through our online store. ?If you don?t buy this bear, then you just may be falling short in your obligation to save your kids from hell. ?Perhaps the Hagees reconsidered their hellfire-missile marketing strategy and that?s why they removed the video. ?If so, good for them.

This is all a very, very pointed way of bringing up a question I?ve been mulling recently, and a question I intend to address in a series of posts here in the coming weeks. ?I?ll frame the question in more nuanced ways as the series goes along. ?Even now, my savvier readers will find themselves crying out for distinctions. ?The distinctions will come. ?But let me start by putting it broadly:

What is the value of Christian culture?

It?s become popular in more fashionable evangelical circles to cheer the demise of American cultural Christendom. ?Gabe Lyons (whom I like) proclaims ?The Good News About the End of Christian America.? ?The assertion seems to be that the collapse of ?Christian America? will clear the way for a more pristine Christian community and confession ? one that would, in the words of World Vision?s Richard Stearns, be more ?authentic,? more ?back to basics.? ?We could stop fighting over the Ten Commandments at courthouses and manger scenes in city parks, and instead focus on, you know, serving the least of these and living lives in the imitation of Christ. ?It?s a festival and false dichotomies in a carnival of caricatures, but here?s what Stearns says:

There was a time when Pastor Curry might have worried about things like posting the Ten Commandments in courtrooms, but today he?s too busy changing the city of Tacoma and world. This is the work Christians are called to do. Christians can stop worrying about the symbols of the decline of Christian America and get back to the mission Jesus gave us to show the world a different way to live ? a way that demonstrates the great character of God: his love, his justice, his compassion, his forgiveness and his reconciliation.

It all sounds so patently obvious, doesn?t it? ?So obvious that you wonder how anyone could possibly disagree. ?Stop fighting for political power. ?Stop scrambling to protect the vestigia of Christian culture. ?Stop worrying so much. ?(Hey man,) They?re only symbols. ?Focus on the substance of Jesus? mission. ?Just love the world.

It?s at this point that I find the slow bilious burn of skepticism rising up in my throat. ?Aren?t symbols important? ?Don?t they remind us of important truths? ?Don?t they, at least potentially, have a leavening effect upon the culture? ?And aren?t we talking about more than mere symbols anyway? ?Aren?t we talking about a whole set of assumptions and ideals about the true, the good and the beautiful? ?While a cultural hegemony can certainly be abused, and may be gone for good, aren?t there things to be said for a cultural pervasiveness, for sowing seeds of divine truth and goodness and beauty into the culture? ??Christian America? can mean, after all, about a thousand different things.

In my thirty-six years, I?ve lived in/around the San Francisco Bay Area, in Princeton, in Cambridge/Boston and now in Atlanta. ?I was prepared to find the ?Christian culture? of the South off-putting. ?I expected to find it superficial, artificial, hypocritical. ?But that?s not really what I found. ?I?m sure it?s out there. ?I expected to find lots of plastic-grin men and big-haired women for whom being ?Christian? was all about listening to Steven Curtis Chapman, reading Karen Kingsbury and plastering Thomas Kinkade on every wall. ?Instead I?ve found a lot of people who are deeply earnest about their faith and willing to make dramatic sacrifices for it. ?And if they have Christian kitsch on the walls it?s because they want to remind themselves of the truths they hold dear.

So I?m left with a question I intend to address in a series of thought experiments here: What value Christian culture? ?What can we really expect to happen to our society if it?s increasingly uprooted from the classical Judeo-Christian cultural inheritance? ?What if it would actually be unloving in the extreme to evacuate the culture of Christian symbols, to dilute the pervasiveness of Christian cultural assumptions? ?Or, to put it more pointedly, while I abhor the way in which Barnabas was advertised, is there a place for Bible Bears?

WASHINGTON (AP) ? A deeply divided Senate is moving toward a vote on President Barack Obama's contentious choice of Chuck Hagel to head the Defense Department, with the former Republican senator on track to win confirmation after a protracted political fight.

Twelve days after Republicans stalled the nomination, the Senate was slated to vote Tuesday on proceeding with the Hagel selection after GOP lawmakers signaled late Monday they would end their delaying tactics. If Hagel gets the necessary votes, it would just be a matter of time for a simple up-or-down vote, although Republicans could insist on the maximum 30 hours of debate before a final vote.

If confirmed, Hagel would succeed Defense Secretary Leon Panetta and join Obama's retooled national security team just days before automatic, across-the-board budget cuts hit the Pentagon.

Senate Armed Services Committee Chairman Carl Levin, D-Mich., said he was optimistic about the vote's outcome and said it was critical for the Senate to act quickly.

"Given sequestration, it's really important that we have a secretary of defense who is in place when that hits, if it hits," Levin told reporters Monday. "I want to still say 'if' because I'm a perennial optimist."

Hagel's nomination bitterly split the Senate, with Republicans turning on their former GOP colleague and Democrats standing by Obama's nominee.

The president got no points with the GOP for tapping the former two-term senator and twice-wounded Vietnam combat veteran. Republican lawmakers excoriated Hagel over his past statements and votes. They argued that he was too critical of Israel and too compromising with Iran. They cast the Nebraskan as a radical far out of the mainstream.

Sen. John McCain, R-Ariz., clashed with his onetime friend over his opposition to President George W. Bush's decision to send an extra 30,000 troops to Iraq in 2007 at a point when the war seemed in danger of being lost. Hagel, who voted to authorize military force in Iraq, later opposed the conflict, comparing it to Vietnam and arguing that it shifted the focus from Afghanistan.

McCain called Hagel unqualified for the Pentagon job even though he once described him as fit for a Cabinet post.

Republicans also challenged Hagel about a May 2012 study that he co-authored for the advocacy group Global Zero, which called for an 80 percent reduction of U.S. nuclear weapons and the eventual elimination of all the world's nuclear arms.

The group argued that with the Cold War over, the United States can reduce its total nuclear arsenal to 900 without sacrificing security. Currently, the U.S. and Russia have about 5,000 warheads each, either deployed or in reserve. Both countries are on track to reduce their deployed strategic warheads to 1,550 by 2018, the number set in the New START treaty that the Senate ratified in December 2010.

In an echo of the 2012 presidential campaign, Hagel faced an onslaught of criticism by well-funded, Republican-leaning outside groups that labeled the former senator "anti-Israel" and pressured senators to oppose the nomination. The groups ran television and print ads criticizing Hagel.

Opponents were particularly incensed by Hagel's use of the term "Jewish lobby" to refer to pro-Israel groups. He apologized, saying he should have used another term and should not have said those groups have intimidated members of the Senate into favoring actions contrary to U.S. interests.

The nominee spent weeks reaching out to members of the Senate, meeting individually with lawmakers to address their concerns and seeking to reassure them about his policies.

Hagel's halting and inconsistent performance during some eight hours of testimony at this confirmation hearing last month undercut his cause, but it wasn't a fatal blow.

There was no erosion in Democratic support for the president's choice and Hagel had the backing of three Republicans ? Sens. Thad Cochran of Mississippi, Mike Johanns of Nebraska and Richard Shelby of Alabama. Other Republicans were reluctant to block a president's Cabinet choice from getting an up-or-down vote, fearing the precedent.

Democrats hold a 55-45 edge in the Senate, more than enough to confirm Hagel on a majority vote.

5 Ways Your Brain Tricks You Into Bad Investment Decisions ...

You are rational with your money. You spend weeks agonizing over the new microwave oven. You read countless reviews and compare features and prices. You worry about risk and insist on a good warranty. You demand value for every hard earned dollar you spend.

When it comes to buying stocks, however, the story is different. There is something about money and investing that causes temporary lapses in logic and reason. It leads you to sell at the bottom and buy at the top. It warps your perception of risk. You probably think Apple stock at $450/share today is more risky than you thought it was just 5 months ago at $700/share. You are not alone.

?Stock prices have reached what looks like a permanently high plateau. I do not feel there will be soon if ever a 50 or 60 point break from present levels, such as (bears) have predicted. I expect to see the stock market a good deal higher within a few months.?
- Irving Fisher, Professor of Economics at Yale University, Oct. 17, 1929, days before the market crash

When it comes to investing, the so called ?experts? operate with the same handicap as the rest of us.

Successful investing is about how you improve your odds

Your investing process needs to continually evolve on two fronts:

  1. You need to select investments in a way that removes possibility of losing money as much as possible. You can do this by refusing to overpay for an investment, trading as little as possible, and learning everything about the company that you can before committing your dollars to its stock, and,
  2. You need to work on your own behavior and emotional response and find ways to remove it from interfering with your investment decisions

Once you learn how to manage and reduce your downside, your average returns are automatically improved. Ultimately, investing in stocks is betting that the future will turn out to be better than it looks today and the future always has a degree of unpredictability in it regardless of how solid your investment analysis is. Just in case things don?t go according to the plan, you will now know the right way to react.

Make a decision and stick to it

Once you make a decision to buy (or sell) a stock, go ahead and buy (or sell) it right away and then stick to your decision unless there is a material change in the business. Time to agonize is before the decision is reached. Any hesitancy afterwards just sub optimizes your performance.

When I buy a stock, I also set a sell price for the stock. Unless there are overwhelming reasons to do so (and these would be very rare), the stock is sold when the price reaches the pre-set sell price, regardless of how popular the stock may have become. In the worst case scenario, I may leave a few points on the table. By doing this it stops me from getting carried away at critical times and forces the right decision at the right time.

This of course is the key to break the loss aversion behavior. If you have parameters set up in your process that calls for a specific action when a certain condition occurs, TAKE THAT ACTION. If it turns out to be the wrong one, you can come back and modify your parameters. If you need additional motivation, try reframing the question that you ask. You will make mistakes early on, but you will avoid them later in your investment career when they are likely to be more costly.

Get the right time perspective

Investors tend to be short term oriented because the long term seems so far off. With this perspective, they are likely to miss things like debt maturing in next 2 years or a costly drawn out legal case against the company or the results of the new strategic initiative bearing fruit. However these may be the things that are driving some of the business actions and the stock price today.

Despite what is commonly believed, most public companies are managed for the long term. To invest properly, your expectations should be in line with the business. Besides, long term is seldom as long as we fear and it comes soon enough.

Remember, when it comes to investing, you may be your own biggest enemy!

(AP) ? Kyle Larson won't have a second thought about getting back in a race car following his frightening crash at Daytona International Speedway.

More than two dozen fans were injured Saturday when Larson's car sailed into the fence on the final lap of the Nationwide Series race and debris ? including a tire ? flew into the grandstands. Larson was uninjured, but many fans wondered if the severity of the accident would shake the nerves of the 20-year-old NASCAR rookie.

Not a chance.

"I've been in some really bad wrecks, I'm sure I'll have more throughout my career," Larson told The Associated Press in a telephone interview Tuesday. "I know crashing is part of the risk we take being race car drivers. It happens. I'm not emotionally (upset), that wreck doesn't make me nervous."

Larson, a development driver for Chip Ganassi Racing who has been praised as the next big superstar by the likes of Tony Stewart, Jeff Gordon and Kasey Kahne, will be back in the Nationwide car this weekend at Phoenix International Raceway. He is also scheduled to run a USAC race Friday night at Canyon Speedway Park.

After pulling out of a non-winged race Saturday night in Ocala, Fla., after the wreck at Daytona ? "I wanted to be respectful to the fans who were still in the hospital. I didn't think it would be right to go have fun while they were hurting," he said ? Larson is eager to get back in the car.

The Daytona wreck, after all, wasn't even the worst of his career. Although it looked awful, and the front-end of Larson's car was sheared off, his engine was wedged in a hole in the fence ? Larson believes his accident in a midget car at Eldora Speedway last September was worse: His car flipped after hitting the wall and was hit broadside by another car.

"Off the top of my head, that wreck at Eldora hurt more and was just as scary. I almost had a car come in my cockpit," Larson said.

Still, last Saturday's wreck, in Larson's debut Nationwide Series race, was the first time his car has ripped a fence and disintegrated so badly. He said he only thought his car had gone upside down, and he wasn't aware he'd hit the fence until he saw the wreckage.

"It happened so fast, I kind of thought I'd gone upside down so I was not expecting to see half my car gone," Larson said. "I wasn't expecting to see my engine caught up in the fence. So I was definitely in some shock when I got out of the car and saw it torn apart. I've never had an accident like that where I'd got caught up in the fence, so that was a little different. Kind of a freak deal."

Among the issues NASCAR is researching from Saturday's crash is why Larson's car disintegrated the way it did when it hit the fence.

Seven people with crash-related injuries remained hospitalized in Daytona Beach in stable condition, Halifax Health spokesman Byron Cogdell said Tuesday morning. Also Tuesday, an Orlando law firm said three fans injured in the accident have retained its services.

Larson, meanwhile, is a little disappointed the Nationwide accident and an incident with C.E. Falk III in the "Battle at the Beach" race are the two lasting memories of his Daytona debut.

Larson opened Speedweeks with a second-place finish in the ARCA race, his first ever event at Daytona. But the buzz around him turned negative two days later when he spun Falk on the final lap to win the Whelen All-American Series Late Model race.

Larson was criticized for the move on Twitter by several top-name Sprint Cup Series drivers, and fans also lashed out at the young driver. He said Tuesday he has mixed feelings about the backlash.

"I got in the back of him and spun him coming to the checkers, which was not very nice, and I got a lot of criticism for that and people lost a lot of respect for me for that," Larson said. "I care because people who are huge backers of me and said I'm the greatest driver ever, now one incident and all of a sudden I am the worst race car driver ever. That's not how I race. But I watched videos, a little bit of races at Bowman-Gray, to get prepared and it seemed like every video I watched if the guy in second place was close, they won.

"I did what I thought I had to do to win the race. Looking back, I made a mistake in how I went about it. I wouldn't go back and not try to win the race, but I would probably do something a little different."

If he really had a do-over on Daytona, though, Larson would want the talk to be about how well he was running in the Nationwide race before the final accident, and how he ran in six different cars in seven days. He won twice, counting a victory in a midget race at New Smyrna.

"It was definitely an up and down Speedweeks, but I ran six different race cars and not many people get to do that in their career. I got to do it in a week-and-a-half," Larson said.

Moments of spirituality can induce liberal attitudes, researchers find

Feb. 25, 2013 ? People become more politically liberal immediately after practising a spiritual exercise such as meditation, researchers at the University of Toronto have found.

"There's great overlap between religious beliefs and political orientations," says one of the study authors, Jordan Peterson of U of T's Department of Psychology. "We found that religious individuals tend to be more conservative and spiritual people tend to be more liberal. Inducing a spiritual experience through a guided meditation exercise led both liberals and conservatives to endorse more liberal political attitudes."

"While religiousness is characterized by devotion to a specific tradition, set of principles, or code of conduct, spirituality is associated with the direct experience of self-transcendence and the feeling that we're all connected," says lead author Jacob Hirsh of U of T's Rotman School of Management.

In three studies, the researchers -- Hirsh, Peterson and Megan Walberg, examined their participants' political views in relation to their religiousness and spirituality. In the first study, they asked 590 American participants whether they identified as Democrat or Republican. In the second study, they measured 703 participants' political orientations and support for the major American and Canadian political parties. The researchers confirmed that religiousness was associated with political conservatism, while spirituality was associated with political liberalism. These associations were in turn due to the common values underlying these orientations: conservatism and religiousness both emphasize the importance of tradition, while liberalism and spirituality both emphasize the importance of equality and social harmony.

In the third study, the researchers recruited 317 participants from the U.S. and asked half to complete a spiritual exercise consisting of a guided meditation video. Those who watched the video were asked to close their eyes and breathe deeply, imagining themselves in a natural setting and feeling connected to the environment. They were then asked about their political orientation and to rate how spiritual they felt. The researchers reported that, compared to those in the control group, participants who meditated felt significantly higher levels of spirituality and expressed more liberal political attitudes, including a reduced support for "tough on crime" policies and a preference for liberal political candidates.

"Spiritual experiences seem to make people feel more of a connection with others," says Hirsh. "The boundaries we normally maintain between ourselves and the world tend to dissolve during spiritual experiences. These feelings of self-transcendence make it easier to recognize that we are all part of the same system, promoting an inclusive and egalitarian mindset."

The researchers hope that these findings can not only advance our understanding of spirituality, but also help future political dialogue.

"The conservative part of religious belief has played an important role in holding cultures together and establishing common rules. The spiritual part, on the other hand, helps cultures renew themselves by adapting to changing circumstances," says Peterson. "Both right and left are necessary; it's not that either is correct, it's that the dialogue between them produces the best chance we have at getting the balance right. If people could understand that both sides have an important role to play in society, some of the unnecessary tension might be eliminated."

Bomber killed near Afghan capital's diplomatic zone: police

KABUL (Reuters) - Afghan security forces shot dead at least one would-be suicide bomber on Sunday in a high-security area of Kabul, home to government departments and diplomatic missions, police said.

Violence across the country has increased over the last 12 months, sparking concern about how the 350,000-strong Afghan security forces will manage once most foreign troops withdraw by the end of 2014.

The attack, one of four in Afghanistan early on Sunday, happened near a construction site that was stormed by Taliban gunmen in April last year. That assault triggered a nine-hour attack in which the insurgents fired rockets at western embassies and nearby hotels frequented by foreigners.

The man shot dead on Sunday was in a stationary four-wheel-drive vehicle in the suburb of Sherpur when officers from the country's intelligence agency, National Directorate of Security (NDS) fired at the car, killing him.

The would-be bomber was carrying a gun and wearing an explosive-laden vest when he was shot dead, Kabul police chief General Ayoub Salangi told Reuters.

The car was also packed with explosives. Security forces were still attempting to defuse it an hour later.

The attack came on the same morning as bombings in the eastern provinces of Nangarhar and Logar.

In the capital of Nangarhar, Jalalabad, two NDS guards were killed and three others wounded when a car carrying explosives was detonated at a compound used by the intelligence agency.

In Logar an attacker detonated a van packed with explosives at a highway checkpoint, wounding three police officers.

Later on Sunday morning, a man in a suicide vest blew himself up outside a district police office, wounding another police officer.

No one has claimed responsibility for the Kabul incident but the Taliban took credit for the attacks in the eastern provinces via text message.

In January six suicide bombers attacked an NDS compound in downtown Kabul, killing two guards.

Less than a week later, attackers stormed the headquarters of Kabul's traffic police and engaged in an eight-hour gun battle with security forces before being killed.

Ikea's Swedish meatballs latest victim of horsemeat scandal

STOCKHOLM (AP) ? Swedish furniture giant Ikea was drawn into Europe's widening food labeling scandal Monday as authorities said they had detected horse meat in frozen meatballs labeled as beef and pork and sold in 13 countries across the continent.

The Czech State Veterinary Administration said that horse meat was found in one-kilogram (2.2 pound) packs of frozen meatballs made in Sweden and shipped to the Czech Republic for sale in Ikea stores there. A total of 760 kilograms (1,675 pounds) of the meatballs were stopped from reaching the shelves.

Ikea spokeswoman Ylva Magnusson said meatballs from the same batch had gone out to Slovakia, Hungary, France, Britain, Portugal, the Netherlands, Belgium, Spain, Italy, Greece, Cyprus and Ireland. Magnusson said meatballs from that batch were taken off the shelves in Ikea stores in all those countries. Other shipments of meatballs were not affected, including to the U.S., even though they all come from the same Swedish supplier, Magnusson said.

"Our global recommendation is to not recall or stop selling meatballs," she said.

However, the company's Swedish branch announced on its Facebook page that it won't sell or serve any meatballs at its stores in Sweden out of concern for "potential worries among our customers."

Magnusson said Ikea saw no reason to extend that guidance globally. She said Ikea was conducting its own tests of the affected batch "to validate" the Czech results. She also said that two weeks ago Ikea tested a range of frozen food products, including meatballs, and found no traces of horse meat.

"But, of course, we take the tests that Czech authorities have done very seriously," Magnusson said. "We don't tolerate any other ingredients than those on the label."

European authorities have said the horse meat found in lasagna and other prepared dishes is a case of fraudulent labeling but does not pose a health risk.

Ikea's trademark blue-and-yellow stores typically feature a restaurant that serves traditional Swedish food, including meatballs served with boiled or mashed potatoes, gravy and lingonberry jam. Meatballs ? "Kottbullar" in Swedish ? are also available in the frozen foods section.

Magnusson said all of the meatballs are supplied by Gunnar Dafgard AB, a family-owned frozen foods company in southwestern Sweden. Calls to the company were not immediately returned, but it posted a brief statement on its website saying "the batch in question has been blocked and we are investigating the situation."

Sweden's food safety authority said it wasn't taking any action but was waiting for Czech authorities to specify the quantity of horsemeat detected.

"If it's less than 1 percent it could mean that they handled horsemeat at the same facility. If it's more, we assess that it's been mixed into the product," said Karin Cerenius of Sweden's National Food Agency.

European Union officials were meeting Monday to discuss tougher food labeling rules after the discovery of horse meat in a range of frozen supermarket meals such as burgers and lasagna that were supposed to contain beef or pork.

The Czech authority also announced Monday that it found horse meat in beef burgers imported from Poland during random tests of food products.

Spanish authorities, meanwhile, announced that traces of horse meat were found in a beef cannelloni product by one of the brands of Nestle, a Switzerland-based food giant.

In a statement on its website, Nestle Spain said that after carrying out tests on meat supplied to its factories in Spain it was withdrawing six "La Cocinera" products and one "Buitoni" product from store shelves.

It said it was taking the action after the traces of horse meat were found in beef bought from a supplier in central Spain. Nestle said it was taking legal action against the company, adding that the products would be replaced by ones with 100 percent beef.

Some EU member states are pressing for tougher labeling rules to regain consumer confidence.

The 27-nation bloc must agree on binding origin disclosures for food product ingredients, starting with a better labeling of meat products, German Agriculture Minister Ilse Aigner said.

"Consumers have every right to the greatest-possible transparency," she insisted.

Austria backs the German initiative; but others like Ireland say existing rules are sufficient although Europe-wide controls must be strengthened to address the problem of fraudulent labeling.

The scandal has created a split between nations like Britain which see further rules as a protectionist hindrance of free trade under the bloc's single market, and those calling for tougher regulation.

Processed food products ? a business segment with traditionally low margins that often leads producers to hunt for the cheapest suppliers ? often contain ingredients from multiple suppliers in different countries, who themselves at times subcontract production to others, making it hard to monitor every link in the production chain.

Standardized DNA checks with meat suppliers and more stringent labeling rules will add costs that producers will most likely hand down to consumers, making food more expensive.

The scandal began in Ireland in mid-January when the country announced the results of its first-ever DNA tests on beef products. It tested frozen beef burgers taken from store shelves and found that more than a third of brands at five supermarkets contained at least a trace of horse. The sample of one brand sold by British supermarket kingpin Tesco was more than a quarter horse.

Such discoveries have spread like wildfire across Europe as governments, supermarkets, meat traders and processors began their own DNA testing of products labeled beef and have been forced to withdraw tens of millions of products from store shelves.

More than a dozen nations have detected horse flesh in processed products such as factory-made burger patties, lasagnas, meat pies and meat-filled pastas. The investigations have been complicated by elaborate supply chains involving multiple cross-border middlemen.
